A heavy silence lingered in the room after Ryosuke Uchiha's display. Nara Shikaku's eyes, once dazed and haunted by the genjutsu vision he had been shown, now gleamed with clarity again.

A visible sigh of relief passed over Akimichi Choza and Yamanaka Inoichi as they watched their friend. Clearly, Ryosuke hadn't harmed him.

Still, Inoichi stepped forward, concern tightening his features.

"Shikaku, are you alright? Did he do something to you? Anything strange in your body or mind?"

Inoichi wasn't being paranoid — it was a legitimate concern. The Sharingan, especially the Mangekyō Sharingan, was still shrouded in mystery to many outside the Uchiha clan. "What exactly did you show me?" he asked firmly. "That monster… was it real?"

Both Choza and Inoichi turned sharply, shocked.

"Shikaku, wait — what happened? What did he show you to make you suddenly flip like this?"

Just as Shikaku opened his mouth to answer, Ryosuke cut in.

"I'd rather you didn't share what you saw. The vision I gave you — if that kind of truth spreads, the village will descend into fear and chaos."

Shikaku paused.

He understood. He'd seen enough. That level of destruction — if even the rumor of it leaked out, it wouldn't just shake Konoha. It would destabilize the entire shinobi world.

He gave a curt nod.

"Understood."

Inoichi and Choza looked frustrated, but they trusted Shikaku's judgment.

Others in the room, like Hyuga Hiashi and the Inuzuka clan head, exchanged confused glances. They couldn't make heads or tails of the cryptic talk — monsters, visions, existential threats? What was going on?

But they remained silent. Ryosuke clearly didn't want the topic pushed.

He looked toward Fugaku and gave a slow nod.

"The Inuzuka clan will also join."

Fugaku's expression softened — the success of Ryosuke's plan had exceeded expectations.

"Excellent. Then tomorrow, we'll announce it to the village — the reformation of the Konoha Guard, now under six clans."

He gestured to an aide, who stepped forward with five thick documents.

"Here are copies of the proposed Police Force charter. If any of you have suggestions for edits, speak freely."

The clan heads were surprised. To be given editorial authority over the new force's structure? That was a sign of trust — and sincerity.

Even Shikaku, still mentally recovering from the genjutsu, felt reassured by this transparency.

They gathered to begin reviewing the charters.

Fugaku and Ryosuke had planned this meticulously. Not only did they secure political legitimacy — they offered real reform.

The name was even changed — from Uchiha Police Force to the Konoha Police Force.

Shocking? Yes.

"So, you're serious about this being for all of Konoha."

Fugaku nodded.

"We want peace. Real peace. Not power for power's sake."

They continued into the night — revising harsh regulations, dividing territory.

Eventually, instead of Fugaku's original plan of six districts, they agreed on three regions:

Uchiha would handle one,

Hyuga would take another,

The remaining four clans would jointly oversee the third.

The balance was strategic — rooted in manpower, trust, and capability. Shikaku's proposal to group four clans together reflected a shortage of elite shinobi available to lead solo squads, but it also encouraged cooperation.

The reforms were finalized before dawn.
