Officially, the Merfolk Kingdom was attempting to justify its trespassing through elven territory by claiming it was an unavoidable necessity if they wished to reach the Dravaryn Dominion, where the very Ministry they had openly scrutinized was headquartered. According to them, the terrain left them with no other viable route.
Naturally, that excuse was complete nonsense.
