Something that the empire thought to be not something that could be caused manually.
Not only that, the vampires were on the havoc, no longer hiding and now focusing on hindering any effort the empire made to raise defenses or prepare army.
However, it didn't meant that the empire just stood by.
Because of the vampire incident before, they reinforced several key locations across the empire in case of emergency, meaning that they had some forces ready to be deployed to deal with the different monster attacks.
