From Shisui's current perspective, it was impossible not to grasp the deeper meaning behind this move.

The distribution of identity cards was not a simple administrative reform—it was a way to gather scattered hearts together. More importantly, it would become a crucial cornerstone for Umbrella's future transformation into a true nation.

At present, many people still viewed Umbrella as a multinational organization.

They remained citizens of their respective countries while simultaneously being members of Umbrella.

And there was no contradiction in that.

Joining an organization did not mean abandoning one's homeland—just as joining a company did not mean renouncing one's nationality.

"I may be entering seclusion during this period."

"Seclusion?" Shisui froze. His body involuntarily rose from his seat.

"Are you… about to reach that level?!"

"Something like that," Naruto replied evenly. "I can feel it. We don't have much time left. At most one or two months. The real war is about to begin."

His tone was calm—but Shisui couldn't remain calm at all.

"Certain people won't just sit back and watch us continue to grow stronger," Naruto continued. "Be prepared, Shisui."

With that, Naruto raised his hand in dismissal.

Shisui slowly exited the room, deep in thought. After a long moment, his eyes sharpened, as though he had made up his mind. He straightened his posture and strode away with renewed resolve.

At sunrise, inside the conference room, Shisui convened a meeting and relayed Naruto's instructions in full.

"Identity cards?" Zabuza's eyes lit up in surprise. "That's a good idea."

To be honest, this issue had been troubling him for quite some time.

Killing was something he excelled at—but administration was another matter entirely.

Previously, he had only managed shinobi, and he could more or less copy the Hidden Village system. But now, Umbrella had civilians to consider—livelihoods, logistics, infrastructure—far beyond simple military command.

On top of that, tasks were chaotic. One person often had to handle multiple roles.

Unlike Naruto, who only needed to oversee the overall direction, others were constantly buried in details.

Even the Nara clan members sent from Konoha were far from sufficient.

As he spoke, Shisui opened a drawer beneath the table and took out a stack of cards. He handed them to his assistant and instructed him to distribute them.

One by one, everyone received an identity card.

They lowered their heads, examining them carefully—curiosity evident on their faces.

Zabuza lowered his gaze to the identity card in his hand.

His own portrait was printed clearly on its surface, alongside neatly arranged lines of information:

Several of the cards distributed among the group were even made of gold.

A ripple of amazement spread through the room.

The Land of Water was no longer referred to by its old name—it had been officially renamed the Water Capital.

"This identity card is extremely important," Shisui said calmly. "It represents who you are within Umbrella. You can also use it to access your personal data—like this."

He inserted his own card into a small machine beside the table.

The screen flickered, and Shisui's information instantly appeared.

The numbers alone were enough to leave everyone speechless.

Zabuza sucked in a sharp breath.

"Hiss… Shisui, you've actually completed that many S-rank missions? And when did you even manage to do all this?"

The room fell silent as everyone stared at the display.

Even Tsunade couldn't hide her surprise.

"You've really done all of that?"

Orochimaru's eyes narrowed slightly, a rare hint of astonishment flickering across his face.

At present, both Orochimaru and Tsunade were high-ranking members of Umbrella, having joined recently.

As for Jiraiya—another of the Sannin—he had gone off somewhere to "gather inspiration," even traveling by airplane.

Shisui scratched his cheek, smiling faintly, pride evident in his expression.

"The organization was founded by Naruto and me. Back then, Umbrella was dirt poor. That was the hardest period of my life."

During that time, Naruto had remained in Konoha, which meant nearly all of Umbrella's early burden fell on Shisui's shoulders.

The workload had been unimaginable—and the danger even more so.

He was, in every sense, a pioneer.

Now, his prestige within Umbrella was second only to Naruto himself.

"Shisui," Yu muttered quietly, leaning toward Zabuza, "you've got so many points. Transfer some to me, will you? The internal mall just released a new land-sea-air vehicle, and I've been eyeing it for ages."

Unfortunately for him, everyone present was an expert.

The whisper did not go unheard.

Ignoring Yu's embarrassment, Orochimaru calmly stepped forward and inserted his own identity card into the machine.

The screen refreshed.

Honors: Experimental project breakthrough… experimental project breakthrough…

Compared to Shisui's profile, Orochimaru's data appeared far simpler.
