Rin didn't need to devour the whole world.

He only needed to let the 'air' of the Konosuba Universe, which contained its laws, flow into the Void Universe.

"A small opening?"

Velzard blinked, clearly not understanding how that would work.

"Let's choose here."

Rin didn't explain directly, but instead led Ogerpon and Velzard toward the northwest corner of Axel City.
