High above the happy healing city of Fresta, Imu stood on the roof of the old royal palace.
He looked down at the people, who were now starting to feel the joy, their faces was full of a new hope. He could feel their emotions with his observation Haki.
The thick gray cloud of sadness and fear was gone. In its place was a bright strong feeling of love and trust. His experiment was over. It was a perfect success.
He closed his eyes. He reached out with his mind, sending a secret, silent message across the vast ocean, all the way to the Holy Land of Mary Geoise.
In a grand room, five old men in fine suit, the Five Elders all stopped what they were doing. They sat up straight. They had received the call from Imu.
A respectful voice and a little scared spoke in Imu's mind. "Great Imu" said Saint Jaygarcia Saturn.
"The situation in the North Blue has been handled," he said. Imu's voice was cold as a winter morning.
"The mission of Cipher Pol is complete. The so-called revolutionary army's revolution in Fresta, Lvneel, Sortis, and Balsamico have been completely destroyed. The people of these four kingdoms are now... very loyal to the World Government."
When Five Elders heard this they shocked then there was a feeling of relief. "That is excellent news, Imu-sama" said Saint Topman Warcury. "Your leadership has brought us a perfect victory"
"Now it is your turn to handle the situation," Imu continued, his voice leaving no room for questions. "You will send officials and make a puppet king which is loyal to world government. You will help them rebuild these kingdoms. You will make sure that the story of their suffering under the revolutionaries, and their salvation by the World Government is told in every newspaper tommorow and every person in this world will get this news."
"Of course, imu-sama," said Saint Marcus Mars. "We will handle the aftermath perfectly."
Then Imu added another layer to his brilliant and cruel plan. He was not just going to disappear. He was going to create a new powerful piece for his game.
"During this mission," Imu's mind-voice said, "I took on the public identity of the commander, 'Umi.' This Umi is a decent operative. He has shown great promise to the world government. He wants to serve the cause of justice in the Navy. You should make him a Vice Admiral from the world government's secret agent what do you think?"
The Five Elders were confused for a moment. A Vice Admiral? But Umi wasn't real. He was just a disguise for their true Lord.
Then they understood. Imu was creating a fake hero, a public face for his secret actions. A powerful Vice Admiral named Umi, who was known for his incredible strength and loyalty, would be a very useful tool for the World Government.
"A… a wise decision," Saturn said, his mind racing to keep up with Imu's clever plans. "It will be done imu-sama. 'Umi' will become the Vice Admiral of the Marines."
"Good," Imu said. "And one more thing. I want tomorrow's newspapers, all of them, to have Umi's picture on the front page a picture of me. The headline will tell the story of his great achievement: how he saved the four kingdoms from the evil revolutionaries."
Then came the final perfect lie.
"And it will also say," Imu's voice commanded, "that during this heroic mission, Agent Umi recovered the stolen technology from the Germa Kingdom, which the revolutionary army have stolen from the Germa Kingdom after destroying it. He is a hero who has not only saved these people but has also saved the world from having such dangerous science in the wrong hands."
For a long moment there was a deep and confused silence from the Five Elders. They were all completely shocked.
They knew the truth.
They knew that Imu himself with gunko and shamrock had destroyed the Germa Kingdom just a week ago. They knew that the World Government not the revolutionaries had taken all of Germa's amazing science and technology. Imu ordered them to blame the revolutionaries for the attack to make them look like evil villains to the rest of the world. The technology was already in their own hands.
But then they understood Imu's brilliant and wicked plan.
It was a perfect lie.
When the World Government started using Germa's amazing technology to build new and powerful weapons in the future, they would have a perfect story to tell everyone. If people asked, "Where did you get that technology?", they will have a perfect excuse just in a case although world government does not need to explain anyone about their action they just go ahead and do it.
But Imu know the current situation of the world government. it is still the most powerful force in the world. but they have swords hanging on their necks they have so many threats like four emperors, revolutionary army, luffy, warlords which are not loyal towards the world government, the great pirate era, the pirate supernovas that came one after another, the worst generation, the giants of elbaf and other races that is hostile towards towards world government like fishman, minks, longlegs, longhands and the biological weapon shirahoshi which is yet to awaken, The D clan and many more they are just waiting for the world government to get weak and in maximum 3 years the world government have to face all of them on the head on.
This is why Imu had to came up with a plan that make sense to everything which have done by the world government. If this new Imu was not a reincarnated person then the world government will still waste their time in their arrogance.
It was a plan that made the World Government look like heroes twice.
First, for saving the four kingdoms from the "evil" revolutionaries. And second, for saving the world from the revolutionaries having dangerous weapons.
It was a lie that would make people love and trust them even more.
"Your wisdom is absolute my Lord, no wonder that world government is still ruling the world for last 800 years we will do as you say Great Imu" Saturn's finally said with full of a deep fearful respect for Imu's clever and cruel plan.
And with that Imu cut off the call leaving the Five Elders to quickly start making his perfect lies into the world's new truth.

On the docks of the Fresta Kingdom, the many ships of Cipher Pol were getting ready to leave. The mission was over.
The top agents of CP0 - Rob Lucci, Kaku, Jabra, Kalifa, and Blueno, Stussy were all standing on the deck of the main ship with Imu. They were getting ready to go back to their main base, back to Mary Geoise.
Their white suits were still clean. They looked at the city, which was now full of light and happy sounds. They had been a part of a very strange mission. They had been ordered to be heroes and it was a strange feeling they were not used to.
Other Cipher Pol agents, the ones from the CP1 to CP8 groups would stay behind. Their new job was to help the people of the four kingdoms rebuild and to make sure that they stayed loyal to the World Government.
They would be the new friendly faces of order and control of the world government.
As the sun disappeared completely below the horizon, the Cipher pol's ships slowly began to sail away from the port. They moved silently into the night leaving these four kingdoms behind.
The blacksmith was holding Elara's hand and stood on the docks with his wife. They were watching the ships go. They were part of a big crowd of people who had all come to say thank you and goodbye to their saviors.
"Thank you, Umi-sama" the people shouted. "Thank you, World Government!"
The blacksmith did not shout. He just stood there, his heart was full of a deep gratitude that he knew he would feel for the rest of his life. He would never forget the nightmare and he would never, ever forget the man who had woken him up from it.
He had no idea that the man who had saved him was also the one who is responsible for his nightmare in the first place.
