This is the unified response given to Doflamingo by underground merchants, especially those near the entrance to the Grand Line, during the first half of the journey.
Doflamingo can't interfere with what Oran has already established.
People in the vicinity dare not touch what Oran doesn't touch, for fear of incurring Oran's wrath.
Doflamingo has no connections in the Grand Line, so he can't do things on his own.
His bounty had increased considerably, but he wasn't one of those "low-level pirates" who would be complacent about a rise in bounty. This kind of so-called fame was not what he wanted at all.
Doflamingo had deliberately avoided Oran's route, but he still couldn't escape Oran's influence.
"Dover, this is troublesome. These people seem to be terrified of that Siddiil. It looks like our plan has failed."
"What a troublesome guy. Let's speed up and resume operations once we reach the Sabaody Archipelago. This guy's net shouldn't have been cast that far yet."
Lyriana's reputation still holds sway; her incriminating evidence can threaten the Celestial Dragons, but not other monsters.
It's impossible to estimate what a monster who could go toe-to-toe with Whitebeard a few years ago has become now.
"Are we about to enter a new world? We are not adequately prepared."
"No, we'll be active around the Sabaody Archipelago for now. We'll have to slow down our entry into the New World, but we also need to speed things up. Also, Monet, I have an important task for you."
Doflamingo pondered for a moment, then looked at a green-haired, yellow-eyed woman behind him.
She was one of the last two family members Doflamingo recruited in the North Blue before entering the Grand Line, Monet, the older of the Sugar sisters.

If that's difficult, you can try to get to the higher-ups and relay some of their future action plans back.
Doflamingo reflected on the situation and realized that his plans had been disrupted, and that Piltover was probably responsible for it.
The naval infiltrator failed, and the navy launched a major investigation, making it difficult to plant a mole again. However, it might be easier to do so elsewhere.
