"Turn it in?"
The Third Hokage, Sarutobi Hiruzen, hadn't even said no, but Utatane Koharu frowned first.
Danzo was here because she had arranged it.
Utatane Koharu knew very well that Hiruzen's attitude wasn't clear. With just the power of the two advisor elders, they couldn't do anything to Orochimaru.
