All appointments and dismissals require a vote by all S-level and above managers, and the vote must reach two-thirds to take effect.
Their only privilege is having 2 votes, whereas S-level managers only have 1 vote. However, the Supreme Commander has a veto power, and when used, the reason for the veto must be made public.
