Her Power of Demon-Breaking was meant to eradicate all impurities. However, Kaguya's body happened to be the purest and most transparent Celestial Body. Regardless of how it came to be, her physical form no longer belonged to the realm of Evil Demons. No special attack could be launched, no attributes restrained it, and the threat of the Demon-Breaking Arrow didn't pose much to her.
