Therefore, in many places and at many times, such petty thievery is hard to eradicate.
Over time, it may develop into gang operations.
Some shrewd long-time thieves gradually transform into major thieves.
It's not about stealing more valuable items, but organizing scattered opportunists, setting up training classes, and becoming a principal.
