Chapter 37 - Chapter 33 : Aftermath

The sun had long vanished behind the mountains.

Inside the Hokage Office, the candlelight danced across scrolls and maps strewn like battlefield remnants across the desk. Shadows flickered along the walls, cast by the flame's uncertain rhythm.

Senju Tobirama stood by the window with his arms folded, as his gaze fixed on the rooftops of Konoha below.

Across from him Sarutobi Hiruzen sat quietly, waiting. Hiruzen was now 21 years old and already Tobirama's most trusted student, and perhaps his successor.

Tobirama spoke without turning.

"Have you read the reactions?"

Hiruzen nodded.

"Yes, sensei. The clans are restless. Everyone's talking about who will produce the most jonin."

Tobirama exhaled slowly.

"The reform was necessary. But it's stirred old instincts of clan pride, rivalry, and ambition."

He turned to face Hiruzen.

"Do you know what happens when clans compete for dominance?"

Hiruzen pondered for a moment.

"They grow stronger?"

Tobirama's gaze narrowed.

"They fracture the village."

Tobirama walked to the desk and tapped a scroll. Its seal was still freshly pressed.

"This system will outlast me. It must. But it will also test the unity we've built."

He sat down as the chair creaked beneath him.

"The Senju are quiet... suppressed by brother and me. The Uchiha are wounded, so they will remain silent, for now at least. The Hyuga cling to their tradition. Their divisive clan system is their strength and weakness. Branch jonin may not defy the Main family, but anonymous voting system will limit their influence over the village."

He paused.

"And the smaller clans are scrambling. Everyone sees Jonin rank as a measure of power. And they're not wrong."

Hiruzen leaned forward.

"But isn't that good? If they strive to improve, the village benefits."

Tobirama nodded slowly.

"In theory. But ambition without restraint breeds resentment. If one clan rises too far, others will feel threatened. If one falls too far, they'll feel abandoned."

He looked Hiruzen in the eye.

"That's how wars begin."

Tobirama's voice lowered, almost into a whisper.

"Remember the start of Konoha. The Senju were too dominant. It didn't show at first, but within a decade, our discipline faltered. Arrogance crept in, rivaling even the Uchiha's pride in their Sharingan."

Helet out a bitter sigh as he recalled the past.

"That's why the Senju needed to be split, branched, and balanced."

Hashirama, who rarely showed anger, had acted personally.

Tobirama shook his head as he continued.

"Unchecked power corrupts."

Hiruzen lowered his voice in concern.

"Then what about the Uchiha?"

Tobirama's eyes darkened.

"....They're proud and brilliant shinobis. And undeniably dangerous. But they're necessary, to balance Senju's influence over Konoha. However…"

He tapped his finger against the desk.

"They haven't protested the quotas. Haven't challenged my decision. But they're watching and calculating."

Hiruzen frowned.

"Do you think they'll rebel?"

Tobirama shook his head.

"Not yet. But their silence isn't peace. It's pressure. The kind that builds slowly and silently. Until it explodes."

Then, his expression softened slightly.

"But not all Uchiha are the same."

He walked to the window again.

"There's Uchiha like Kagami, who are Loyal and Level-headed, and sees the importance of village, not just the clan. If more Uchiha were like him, we'd have no problem."

He paused.

"And now there's Shinichi."

Tobirama turned back to Hiruzen.

"He's young. Brilliant. And… Dangerous, yes. But not reckless. He's a thoughtful one. If guided properly, he could become the next bridge between the Uchiha and the village."

Hiruzen nodded.

"I've seen him. He's… certainly... different. Not like other Uchiha. He's more like Kagami, but also different from him."

Tobirama gave a rare smile.

"Exactly. We don't need to fear the Uchiha. We need to understand them. And we need allies among them."

Tobirama looked out at the rooftops again.

"Hiruzen remember this: a village is not build on strength alone. It's built on trust. On balance."

He turned back.

"When one becomes Hokage, they must protect that balance. Even if it means making enemies with the most unexpected. Even if it means sacrificing pride."

Hiruzen nodded solemnly.

"I understand, sensei."

Tobirama's gaze lingered on him.

"Good. Then you're already better than most."

Tobirama dismissed Hiruzen with a nod.

Then he turned back to the map of Elemental Nations.

His eyes scanned the borders.

His mind traced the shifting lines of power.

"The world is changing."

And he could feel it.

Sunagakure, Kazekage's Office

In the heart of the desert, the wind howled against sandstone walls.

Inside the Kazekage's office, Second Kazekage Shamon sat beneath a canopy of scrolls and sand-stained maps, reading the latest reports from Konoha. Candlelight flickered across his stern features.

His predecessor, Reto, had been assassinated, slain by remnants of clans he had purged during Sunagakure's founding. Shamon had crushedthe rebellion using his experimental puppet squads, developed alongside Chikamatsu Monzaemon, the first puppet master.

Among those squads, a young kunoichi named Chiyo had risen swiftly, becoming a sub-leader alongside her brother Ebizo.

"hmmm... These systems are quite good," Shamon muttered. "As expected of Tobirama. That cunning bastard."

"Kazekage-sama?" Chiyo asked, stepping forward.

"Summon the council. We'll implement this system in Sunagakure."

"Right away! Kazekage-sama!"

"And… how is Bunpuku?"

"The jinchuriki's seal has stabilized. No complications were reported."

"Then that is fine….. it is all for the Suna….!"

Shamon clenched his fist, reaffirming his resolve.

He had chosen Bunpuku, a young monk, as the first jinchuriki of the One-Tail. But Sunagakure's fuinjutsu lagged far behind the Uzumaki's. Bunpuku had suffered greatly, slipping into a coma for months. Only recently had he awakened and stabilized. He now lived in seclusion, loacked in a silent war with the beast inside.

Shamon's jaw tightened. Among the five major nations, or hidden villages, Suna second to last to form and its strength lagged behind Iwa, Kumo, and Konoha by large margin. He was willing to do anything to bridge that gap.

"Suna cannot fall behind."

Iwagakure, Tsuchikage's Office

In the Iwagakure's Tuschiakge's office, torchlight glowed dimly against the granite walls.

Kamizuru Ishikawa had passed away from old age. His successor Mu, now serving as the Second Tsuchikage, stood tall and silent as he handed a report to his student, Onoki.

"What do you think?" Mu asked.

Onoki scanned the document.

"This system, ranking missions and dividing ninja by skill, will reduce the burden on the Kage. And we'll finally have a proper shinobi census. Not to mention, it's efficient."

Mu nodded in agreement.

"We'll implement it."

He paused.

"And your progress with Dust Release?"

"I've mastered it, sensei. But.. are you sure? Is it really okay to pass this jutsu to me?"

Mu's voice turned grave.

"Do you still recall our experience in Land of Fire?"

Onoki's face stiffened. His fists clenched.

"The man's gone. But he left us a lesson we'll never forget… Dust Release is our shield. It is Iwagakure's shield should another Uchiha Madara rise from Konoha!"

"YES SENSEI!"

Mu smiled faintly.

"Ishikawa-sama taught me much. Dust Release is the fusion of his wisdom and mine. It belongs to our village. And now to you."

"Tsuchikage-sama…"

Mu chuckled.

"Why so formal all of a sudden? Enough sentiment. Let's convene the council. We can't let Konoha look down on us forever."

"Yes, Nidaime-sama!"

Kumogakure, Raikage's office.

In the thunderous peaks of the Kumogakure, the Second Raikage sat in quiet contemplation.

His brother, the First Raikage, had finally succumbed to the injuries sustained while resealing the Eight-Tails into the Kohaku no Johei. Now, the mantle rested on him.

Across from him stood a tall, dark-skinned youth with yellow-white hair and olive green eyes.

"A, what do you think of Tobirama's system?"

This youth, also named A, was the Raikage's chosen successor. He had inherited the Lightning Release Chakra Armor from the First Raikage and mastered the Lightning Stab Technique, a prototype offensive jutsu developed by the Second.

A grinned.

"I'm not great with paperwork, but even I can tell this system will organize the village. The Kage only needs to manage the Jonin and elite Jonin. The rest will fall into place. And best of all, There will be more time for the Kage to train!"

The Raikage laughed.

"You're right. Go summon the council. We'll reform our system too."

"Right away, Raikage-sama!"

The Second Raikage shook his head in amusement.

'He's brilliant in battle, but blunt in politics. But that fire... might be exactly what we need after Hashirama's era.'

Kirigakure, Mizukage's Office

In the mist-veiled village of Kirigakure, silence hung heavy.

Byakuren had passed away, his body worn by age and old wounds. His successor, Hozuki Gengetsu, lounged in his office, speaking to his adjutant, Yuki Shuto, with casual indifference.

"Shuto, I'm going to copy Konoha's system. Any objections?"

"None, Mizukage-sama. It will benefit Kirigakure. And it is undoubtably effective in tracking Kekkei Genkai clans' strength."

"Exactly." Gengetsu smirked in satisfaction, then grinned mischievously.

"You can call me Gengetsu when we're alone. We're senpai and kohai, after all."

"Rules must be followed. During official duties, I will not drop honorifics."

"Tssk. You've gotten stricter since Byakuren-sama passed. No joy…"

Gengetsu yawned and stretched, peeking at Shuto with one eye.

Then he leaned forward, gazing at a map of the Elemental Nations.

His eyes settled on a small island off the southeastern coast of the Land of Fire.

"Hmmm… That island. If we had it, the world would be much more interesting."

Shuto followed his gaze.

Uzushiogakure, the home of the Uzumaki clan.

"It might not be too far away, Mizukage-sama."

Gengetsu smirked.

"Hehe, You're right, kohai."
