Chapter 172 - Chapter 172: That’s Right, I’m the Devil

"All of them become Titans?"

"All of them."

Roger didn't bother repeating himself. The look he gave Nelly Quick didn't seem like a joke, either.

Nelly knew the great figure standing before him wasn't the type to joke around, so he seriously turned it over in his mind—but no matter how he tried, he couldn't picture what it would look like for that many people to become Titans.

Humanity had gone through so much, paid such a price, just to drive Titans out of their home… and now they were going to turn humans into Titans again?

Wasn't that dragging history backward?

"Could you explain what you mean in more detail?" Nelly Quick asked.

Roger wasn't so arrogant that he refused. He explained what he was thinking to Nelly Quick carefully, piece by piece.

But no matter how he phrased it, it always came down to one core idea:

A lot of people become Titans—but they don't lose their self-awareness. They simply gain the power of Titans, forming a powerful Titan corps.

It sounded like pure fantasy, but Nelly Quick had followed Roger through all kinds of jaw-dropping "big scenes." So even if he didn't understand how it could be done, he knew one thing:

If Roger said he could do it, then he could do it.

"Then… what do you need me to do, boss?" Nelly Quick asked.

After thinking it over, he still wanted to do whatever he could.

"I need your talent. More precisely, I need a diplomatic spokesperson."

"Diplo—"

"Diplomacy."

"What is diplomacy?" Nelly Quick asked, baffled.

"Someone who represents the country in communication with the outside. Someone who shows up personally and states the nation's position," Roger said after thinking for a moment.

It hadn't occurred to him that inside the Walls, for over a hundred years, everything had been sealed tight—there was no such thing as "diplomacy."

But Nelly Quick understood Roger's meaning almost immediately.

"I understand, boss."

As he spoke, he removed the Garrison Regiment insignia pinned to his chest.

The delicate twin-rose emblem was placed on the desk.

Nelly Quick stood up.

"Then I'll take it as you're recruiting me again?" he asked, thrilled.

Roger silently nodded.

Talent was always better in greater numbers.

Roger had never intended to shut Nelly Quick out. He'd only wanted to temper him—harden his resolve and make him stronger.

But the situation was urgent now. Bringing Nelly Quick back under him was perfectly fine.

To the accompaniment of three loud chimes echoing through the Walls, the Survey Corps and the Scorpion Corps—who had been outside cleansing the remaining Titan remnants—were summoned back.

The reason was simple: Roger.

Roger Eikam.

The legend and pride within the Walls.

He had personally created the Scorpion Corps that saved the people inside the Walls—he was a savior.

Summoning the Scorpion Corps and the Survey Corps in his name would never be met with negligence.

When Levi, commander of the Scorpion Corps, and Hange, commander of the Survey Corps, received the recall letter and saw the name "Roger," they immediately followed its instructions and rushed back to the city.

In their minds, something big must have happened—otherwise it wouldn't have been this urgent.

So they stopped everything in their hands, halted all forward operations, and returned at once.

In a vast, surging column, soldiers rode on horseback. Hooves pounded across the wilds, kicking up rolling clouds of dust.

When they entered the city, people inside the Walls lined the streets to welcome them—offering tea and water, presenting all kinds of fruits and vegetables.

Especially the Scorpion Corps, whom the people affectionately called "Humanity's Light."

Levi had never imagined he would live to see a scene like this.

A punk from the Underground could be crowned with garlands, hailed as a hero by cheering crowds!

It was all because of Roger. Roger had been right: follow him, and there would be a bright future!

Leading his horse, Levi quickly arrived at the Garrison Regiment's headquarters.

He didn't even take a sip of water—he went straight with Hange to see Roger.

At that moment, Roger and Nelly Quick were standing by a large table in the room. Spread across it was a massive hand-drawn map, covered in all kinds of symbols and lines.

Levi walked straight in and greeted Roger.

But Hange was sharper-eyed. At once, she recognized the map laid flat on the table—it was the "world map" Roger had once drawn and given to the Survey Corps.

Only now, it was filled with markings.

What happened? Hange was intensely curious.

"Oh, you finally made it!"

Seeing both commanders from the Survey Corps and the Scorpion Corps arrive, Nelly Quick was especially excited and hurried over to welcome them.

"What is it?" Levi went straight to Roger and looked down at the map. "You haven't inspected the troops in a long time," he said.

"With you there, I'm at ease," Roger replied, giving Levi a look of trust.

Levi's lips curved into a rare, faint smile.

"But the situation isn't optimistic," Roger suddenly said, his tone turning.

"What is it?" Hange leaned in.

Nelly Quick followed behind her. "Boss says there's a force threatening our survival, and we have to eliminate it as soon as possible."

"A force?" Levi frowned.

"Yeah." Roger nodded. "To be precise, a group of freaks. We don't know how many, but every single one of them wields power not inferior to the Nine Titans."

"Special abilities?"

"Yes. Extremely special. Even I haven't fully grasped all their intelligence," Roger said with a sigh. "But we must organize our defenses quickly. We can't let them crush us so easily."

After listening for a while, Levi understood the gist.

"I'll go arrange things now. Tell me—what's your plan?"

"I want to turn all the soldiers into Titans," Roger said.

The instant those words fell, it was as if someone detonated a canister of freezing vapor in the room. Everyone held their breath, glancing at the others' expressions.

Only Levi remained calm. He had long understood that Roger was a madman.

But Hange couldn't accept it.

"Turn humans into Titans?!" Hange stared in disbelief. "What are you trying to do, Roger?!"

"I want to protect humanity," Roger explained slowly.

"But you're turning people into Titans!"

Hange stepped right up in front of Roger, so close it looked like she was about to grab his collar and shout in his face.

But unfortunately, Roger was taller than her—she couldn't reach.

"I can give soldiers the power to transform into Titans without losing their reason."

"The only one who won't lose their reason is you, Emperor Roger!" Hange snapped, glaring at the "lunatic" in front of her. "I knew it—you're different from us. You don't pursue freedom. You pursue power and status. You're no different from those rotten royal nobles!"

"Commander Hange, calm down."

"I am calm." Hange took a long breath, then said, "Just like the Beast Titan, what you want is nothing more than everyone dying for you—giving their lives for you. You won't cherish their lives at all, because you're a devil! Am I right, Roger Eikam?"

At that, Nelly Quick looked at Roger's expression in panic.

Levi also flicked his eyes toward Roger, watching for his reaction.

But Roger only smiled.

"That's right, Commander Hange. Everything you said is correct."
