Under those circumstances, what else were they supposed to do?

Live on air?

for all their terrifying strength, Giants had never truly been organized on a massive scale.

There was simply no way to support them all.

But if Dorry, Brogy, and Hugh recruited under their own names and prestige—

then at the very least,

thirty to fifty thousand Giants might answer Britannia's call.
