They really did seem like leeches.
"Ryōsuke, I'm afraid stripping the daimyō and the nobles of their status won't be an easy task. One wrong move, and the entire country could fall into chaos."
The Leaf Village's combat power was indeed the highest, but those nobles were scattered all over the Land of Fire.
