Chapter 89 - Chapter 89: El Puente del Álamo!

Victor Carlos Vieri stayed in Ensenada for a week.

He purchased large quantities of supplies and building materials.

Every day there were more than a dozen trips from the port to Guadalupe Island. While Alejandro could still "hold power," Victor really didn't hold back at all.

Just in terms of population, he sent at least 8,000 people over.

The Guadalupe Island Police Department's auxiliary personnel planned to recruit another 200 people, bringing the direct personnel to 500, but his conditions were too strict.

No tattoos for those of appropriate age?

Even priests have little boys tattooed on their belly buttons.

There's a joke that a Vatican priest went to Japan and saw little boys who were very cute. He wanted to get them tattooed as a memory, but the tattoo artist tattooed a nuclear bomb on his butt.

Plus parents with no criminal record...

Poor Mexican families really couldn't survive without taking some side paths, while wealthy people were already walking side paths...

After layers of screening, quite a few people passed, about 1,032. Victor wasn't in a hurry and directly found a site in Ensenada to train them.

For three months, the 200 people with the best training results would join the Guadalupe Island Police Department.

The rest would be directly assigned to the newly approved "equipo móvil de terrorismo violento! (Violent Terrorism Mobile Team), abbreviated: EDTV!"

The higher-ups said 300 people...

But 300 people ≠ only 300 people.

Anyway, the money wouldn't be allocated from above, and salaries had to be set by themselves.

Actually, police salaries in each Mexican state weren't stable. Rich states like Nuevo León paid at least twice as much as the poorest state, Chiapas!

Victor set EDTV at $300 per month, with separate calculations for attendance, injuries, and benefits.

Food, clothing, housing, and transportation were all covered - everything included!

There were plenty of young people joining.

Mexicans were very hardworking and could work 18 hours a day.

He selected 30 officers from EDM to give them special training.

Victor only wanted the most excellent 200 out of these 1,000!

Like raising venomous insects, each young person was full of energy.

A week later, the Mexican government finally sent a new mayor. Victor had met that guy before - he looked very honest (obedient) and was very cooperative throughout. Only then did Victor feel at ease returning to Guadalupe Island.

The night before leaving, he had a private conversation with Alejandro for more than two hours.

No one knew what they discussed.

But the next day, Alejandro announced a comprehensive anti-drug campaign in Baja California!

The Tijuana drug cartel was designated as a "terrorist organization"!

This should be the most advanced state in all of Mexico.

But the most ridiculous part came.

Two hours after Alejandro's announcement, the Baja California capital Mexicali's governor's office spokesman said publicly: "The security department's decision is wrong! We do not accept and will not comply with this stupid regulation."

"Governor Rafael Marx believes that no criminal groups exist in Baja California, and this behavior is completely discrediting the state office."

He was panicking - you could see he was panicking.

If Rafael Marx weren't far away, Victor would have made him understand what an "iron fist" meant!

Sooner or later, he'd liberate Baja California!

But Victor wasn't someone to mess with. He had people respond on television.

"To prevent the ugly Rafael Marx from betraying the Mexican people and attacking the respected Mr. Alejandro, the Guadalupe Island Police Department will dispatch personnel to conduct three months of patrol and security in Ensenada!"

This was basically pointing at his nose and cursing him.

Who did he think he was?

It was said that the governor, who already had poor health, spent that night in the hospital.

Among all the chaotic affairs, one piece of news stood out particularly.

Sinaloa drug cartel leader Palma was killed by gunmen while going out to eat, including his children and lover.

The Sinaloa cartel publicly declared that this was done by Victor from Guadalupe Island!

They considered him utterly inhumane and without bottom lines!

And called on all drug dealers to jointly eliminate him.

January 29, 1990.

Juárez, Sinaloa, Gulf Cartel, Tijuana, Michoacán Family and other drug cartels from 47 groups across Mexico's 32 states announced bounties on Victor Carlos Vieri.

"And eliminate him at any cost!"

...

In Juárez leader Aguilar's mansion.

Figures moved about the perimeter.

Many masked drug dealers carrying submachine guns patrolled everywhere, hunting dogs drooling with growling sounds in their throats.

There were also snipers on the roof.

Four or five police cars were parked at the entrance, with thinly dressed police standing guard at the door. Big shots were meeting inside.

Inside the house, smoke swirled.

Five sofas were arranged, with Sinaloa cartel's Guzmán, Juárez cartel's Aguilar, Gulf cartel's Abrego, Tijuana's Benjamín, and Michoacán Family's Osiel Cárdenas sitting respectively!

This should be considered the currently known five major Mexican drug cartels.

As for the Knights Templar?

That was a drug organization established around 2006 by remnant forces after the Michoacán Family was destroyed.

Other drug leaders sat on stools behind them.

The entire hall was filled with sixty or seventy people.

"Victor must die!" The sinister-faced Abrego took a deep breath and first proposed his decision. "Don't think about bribing him. When you go over with a check, he'll shoot your head off and then take the money. He's a complete bastard!"

The helplessness and indignation in his voice couldn't be suppressed.

Guzmán and Aguilar, who had conflicts with the Gulf cartel, looked at each other. Although they felt good inside, this wasn't the right occasion.

They were all big shots ruling their territories, sitting here this time for common interests.

"I agree!" Benjamín raised his hand. "We must kill him!"

"I also agree." The third to raise his hand was Michoacán Family's Cárdenas. He was the most handsome among these people, with an elderly gentleman's feel, but his cruelty was no less.

The riot against Victor in Mexico City was launched by him.

With three people agreeing, Guzmán and Aguilar also quickly raised their hands.

As for other drug dealers, they weren't important - they just followed along shouting support.

"How many people will you contribute?" Guzmán asked.

This question immediately silenced everyone.

These old foxes were afraid of contributing too many people, worried that enemies would seize their territories later. Don't think they were sitting here with genuine sincerity.

Everyone had ulterior motives.

Anyone who could become a drug dealer wasn't stupid.

They looked at each other.

"I'll contribute 200 people!" Benjamín raised his hand and stood up directly. "I'll lead my own people. Victor killed my brother, and I must avenge this!"

"If any of you don't keep your word, don't blame me for being ruthless!"

Baja California was his territory. The Tijuana cartel had suffered the greatest blow, with many eyes watching him. His subordinates were getting restless.

Benjamín wanted to use Victor's life to re-establish his authority. Otherwise, collapse was imminent.

Decades of hard work by the Félix family would go up in smoke.

Seeing him take initiative first, others weren't stingy either.

"I'll contribute 200 people." Guzmán.

"I'll also contribute 200 people." Aguilar raised his hand.

The Michoacán Family only contributed 70 people - they were originally a blood-based criminal group without many members. The Gulf cartel contributed 300 people, with Abrego also driven by the belief of avenging his uncle.

Everyone dispatched their trusted subordinates to lead teams.

But Abrego pulled a thin figure from behind him. The person looked tough with a mustache, deep eyes, didn't talk much, and appeared very serious.

"His name is Nemesio Oseguera Cervantes. You can call him El Mencho. He's going in my place."

Other big shots looked at him but didn't see anything special, just thought this guy had a lot of spirit.

"The date is set for February 7th!"

"I want to commemorate my uncle Juan Nepomuceno's birthday that day."

Everyone agreed without objection.

A spectacular case destined to go down in history - "Drug dealers besieging police" - was about to occur.

...

At this time on Guadalupe Island.

Victor was conducting an inspection.

A school, two residential buildings, a park, and many factories were being built on the island. Construction was in full swing.

The better the living conditions, the more comfortable Victor would be.

Of course, he wasn't doing this for enjoyment. Most importantly, he was creating jobs to significantly improve security and economy on Guadalupe Island.

"Boss, boss..."

Casare ran over panting from behind. When stepping up the stairs, he didn't watch his feet and slipped, almost falling face-first.

This made Victor couldn't help but laugh at him. "What's the rush? Are drug dealers attacking?"

Casare was holding his breath and nodded vigorously. "Yes, drug dealers are attacking!"

"???"

"Our informant brought news that 47 drug cartels have dispatched about 1,700+ people planning to storm the island."

Five major sects besieging Bright Summit?

Had Victor become the villain?

He looked around calmly. "Guadalupe Island is surrounded by sea. How are these drug dealers going to risk their lives to land on the island?"

Casare shook his head. He was just frightened by this number.

"Why panic? Do you know the timing?"

"February 7th, 1990!"

"Then let Mexican drug dealers experience what the Guadalupe Island War is!"

Victor currently had several million points in his hands.

Assault battles were relatively difficult, but were defensive battles really that hard?

Seeing his confidence, Casare also relaxed and subconsciously made a prayer gesture.

Victor glanced at him and looked toward the distant sea.

A Pacific killer whale jumped out of the water.

The ecology around here had been quite developed recently, with many marine creatures discovered. Maybe the great white shark had eaten well and called all its good friends over.

Great white shark: "Brothers, come quickly! Guadalupe Island has good food."

A school of fish came over, detoxified, then had a group party.

"I'll give you guys a midnight snack tonight."

Victor murmured to himself.
