The cheers erupted like a sudden thunderstorm, rolling across the heavens and the earth. Every pirate present felt the weight of the moment; the Beasts Pirates had reached a level of power that felt absolute. Faces were flushed with adrenaline. They all knew that the two-year pact had expired, and their leader's summons meant only one thing: the world was about to change.

"Wororororo!"

Kaido's booming laugh cut through the noise like magic, instantly silencing the massive crowd. From the legendary Four Headliners to the newest recruits, every eye was fixed on the massive dragon floating in the sky.

"Not bad at all," Kaido praised, his voice echoing from his draconic form. "My captains told me we had grown strong, but seeing you all gathered here proves it. The Beasts Pirates now possess the power to dominate these seas!"

The crowd went wild again, their frantic cheers nearly drowning out the wind. But Kaido's next words turned their excitement into pure shock.

"The New World can no longer satisfy us," he declared, his gaze sweeping across the horizon. "From this day forward, our goal is the entire world."

He looked toward a specific direction and asked, "Do you know what lies that way?" When no one answered, he didn't hesitate. "That is the seat of power—the Holy Land, Mary Geoise. It is the home of the World Government and those pig-like Celestial Dragons. I've had enough of them looking down on us from their high perch. My brothers and sisters of the Beasts Pirates, I ask you: are you ready to snatch this world from their hands?"

The shock vanished, replaced by an unprecedented fervor. "We're ready! We'll follow you to the ends of the earth! Let's wipe out those Celestial Dragons!" Some even shouted that if the world needed a god, it could only be Kaido.

Hidden among the ranks, the government spies felt their blood run cold. They had suspected Kaido's ambition, but a direct declaration of war against the World Government was more than they had prepared for. Seeing the sheer scale of the army—above, on, and beneath the sea—many began to wonder if they were on the losing side.

Kaido continued, fueling their fire even further. "I like your spirit. And I promise you this: when we ascend to Mary Geoise and I take the throne as the World King, I won't keep the glory for myself. This world needs a new master, and that master is us!"

The roar of the crowd reached a deafening peak for several minutes before finally settling into a tense, expectant silence.

"Now, listen to my first order after two years of silence," Kaido commanded. "Tobi Roppo, Oni Squad, Shinuchi, and Gifters—all of you! Go to every corner of this sea. Visit every country, every faction, and every kingdom. Deliver my message!"

The spies leaned in, desperate to hear the command.

"Tell them that from this day forward, I don't want to see a single grain of food entering Mary Geoise," Kaido growled. "Tell the kings of the world that I don't require their support, but I will not tolerate them helping the government. In the upcoming Levely, I don't want to see a single country participate. And I certainly don't want to hear of anyone paying the Heavenly Tribute."

The faces of the hidden agents turned pale. This wasn't just a battle; it was a total blockade of the gods.

"If anyone dares to defy me, I grant you the right to wage war!" Kaido roared. "Conquer those nations and bring me the heads of anyone who resists. Do you understand?"

"Understood, Lord Kaido!" the army shouted back as one.

"Then let it begin! I look forward to the day we storm the Holy Land together!"

As massive plumes of steam rose from their engines, the Beasts Pirates' ships began to fan out from Wano, heading toward the open sea.

The Tobi Roppo and the thirteen captains of the Oni Squad approached Kaido respectfully. "We're heading out now, Lord Kaido," they said.

"Go," Kaido replied. "With your current strength, you can hold off an Admiral until we arrive with reinforcements. Fuz Ro, you know what to do if a country refuses to listen, right?"

Fuz Ro smiled thinly. "Don't worry, Lord Kaido. I'll make sure they become devoted followers of the Beasts Pirates."

"Good. I'll be waiting for the news. All of you, stay sharp."

"Father is so kind!" the Tobi Roppo whispered with stars in their eyes as they mounted their dragons and took to the skies.

Kaido then turned to his inner circle: King, Queen, Jack, and Eneru. A crimson light flickered in their eyes.

Queen chuckled, a sinister sound. "Hehehe... it's been way too long since I've seen that old friend of mine."

"Go," Kaido said. "Since you're having a reunion, make sure to bring back what we need. And King, give him my regards."

King's expression remained stoic, but a cold glint appeared in his eyes. "Don't worry, big brother. I'll make sure he gets the message. We're leaving."

Within ten minutes, news of Kaido's speech had swept across the Grand Line like wildfire. The world was in a state of absolute shock. People expected him to hunt for the One Piece or seek the title of Pirate King, but instead, he had bypassed the pirate's dream to directly challenge the World Government.

To some veterans of the sea, it wasn't a total surprise. They saw it for what it was: Kaido was finally inheriting the path of the man he once followed. But for the Marines and the World Government, this declaration meant an unprecedented crisis had finally arrived.
