Celestial Balance Upper City has two Li Palaces.
One is the Great Li Palace, which establishes the "orthodox foundation of the Great Li Dynasty," commonly referred to as simply "the Li Palace." It is the place where immortals gather, national destiny converges, and the Holy Monarch prays for the well-being of the people and makes significant state decisions.
The other is the Little Li Palace, which establishes the "orthodox enforcement of the Great Li Dynasty's foundation." Since there is already a Li Palace, this one is only referred to as the "Little Li Palace." Unlike the secular small countries where state affairs are governed solely by one palace, the Little Li Palace can also make state decisions, but it does not have the authority to pray for the people or bear the public's will.
In simple terms, the Li Palace makes national policies, while the Little Li Palace makes the decisions. It's akin to having a main and deputy position in general governmental departments.
