No one ever thought, nor would anyone consider the ownership of the River of Time, because the River of Time is a conceptual divine river of rules, it transcends all world rules, and no one could possibly control it, neither in the past nor in the distant future would such a person appear.
It's like this: The River of Time creates creatures bound by rules, but it's impossible for a creature to transcend the rules and control it instead.
