Chapter 90 — Yujiro: The Land of Rain and Konan… are both mine now!
Nagato straightened up, his voice trembling with excitement:
"What next?"
He corrected himself mid-sentence, almost feverishly:
"You—no, we, what are we going to do now?!
How will you rule this country?
How will you rule the world?"
Everyone turned to Uchiha Yujiro—
their eyes anxious, ecstatic, expectant.
They wanted to know which direction he would push this nation…
and this world.
Yujiro's reply was calm, almost casual:
"For now… we do nothing."
A brief shock flashed across Nagato's face,
but he quickly calmed down and murmured:
"Because our strength is still not enough.
We need to build our foundation, gather resources,
and use the Land of Rain as our base to recruit more allies."
Yujiro shook his head lightly:
"Not just that.
The Land of Rain—our base—must remain hidden.
We won't create chaos inside the Land of Rain."
Mei Terumi raised an eyebrow:
"Meaning… everything outside the Land of Rain is fair game?"
Yujiro sighed theatrically:
"Don't say 'fair game'—it sounds so villainous.
We are the companions of justice,
the enemies of feudal tyrants,
the allies of the oppressed!
We are the kindest band of righteous thieves in the world!"
Then he looked at Nagato again, voice firm:
"Listen.
Outside the Land of Rain—big nations, small nations, nobles, daimyo,
bandit kings, corrupt merchants…
Everything that no one else dares to touch—
we will handle.
Everything no one cares about—
we will fix.
Send the name of Akatsuki across the entire world.
Let every person know there is a group willing
to speak for them, fight for them,
and build a better world for them!"
Nagato inhaled deeply, eyes glowing.
"I understand."
He continued, heart pounding:
"And when the time is right…
we take the entire shinobi world the same way we took the Land of Rain?"
Yujiro smiled.
"Exactly.
But before that, we have a long list of things to prepare."
He raised a finger.
"First—we'll need tens of thousands of professional civil servants.
We'll build a unified market, a unified monetary system."
Second finger.
"Second—we need far more military power,
and far more advanced technology."
Third finger.
"And lastly—
we must plant the ideas of equality and revolution into every heart."
He stepped forward, voice low and resolute:
"The empire we build will be unified, prosperous,
and allow every person to live with dignity.
Not some playground for one man's greed or ambition.
Right?"
Nagato: "Yes… Yujiro-san."
After a brief moment of thought, Nagato lowered his head.
Then—slowly—he dropped to one knee and offered Uchiha Yujiro his true allegiance.
This time was different.
Before, whenever Yujiro declared himself the "Leader of Akatsuki,"
Nagato would secretly roll his eyes hard enough to write a book.
But now—
after everything he had seen, everything he had witnessed—
Nagato finally acknowledged him from the heart.
"Yes, Yujiro-san."
He said it sincerely.
And once the strongest member of Akatsuki bowed,
the others followed naturally:
"Yes, Lord Yujiro." ×3
Then, under Nagato's Rinnegan control,
the daimyo and nobles of the Land of Rain also threw themselves to the ground,
prostrating in unison:
"Yes, Lord Yujiro!"
Their voices echoed through the entire palace hall.
First the Land of Rain…
Then the Five Great Nations…
Then the entire world.
Uchiha Yujiro tilted his head back and burst into a classic Uchiha laugh:
"Heh-heh… heh-heh-heh… HAHAHAHAHA—!"
At that moment, the system prompt chimed:
[Mission: Conquer the Land of Rain — Complete
Reward: Local Climate Improvement
(We Senju command the wind and rain at will!)]
Yujiro laughed and activated the reward.
The endless grey clouds that shrouded the Land of Rain for generations—
vanished within moments.
For the first time in living memory,
sunlight illuminated the entire country.
Just like that—
without the world even realizing—
the Land of Rain quietly changed rulers overnight.
Official announcements claimed:
"A group of thieves infiltrated the palace but were heroically repelled by loyal Rain shinobi."
But the people could tell something was wrong.
The nobles who returned to their territories afterward were… different.
Not better—
but at least no longer actively malicious.
Yujiro would never let the old nobles take credit for any reforms,
and frankly, the nobles themselves were too uneducated to understand what "good governance" even meant.
If Nagato micromanaged every detail, he'd die of exhaustion before forty.
If you simply told the nobles "be good lords,"
they'd probably reenact the budget cosplay version of Emperor Yang of Sui.
Which is why—
education is urgent and indispensable.
Without trained civil servants,
toppling even the worst, most corrupt government
could still lead to catastrophe.
Revolutions always bleed—
but the goal is to bleed less, not more.
Yujiro's instructions were simple:
"Do nothing."
Follow the new "Akatsuki Policy"—let the people rest, reduce burdens, restore stability.
And you know what?
It worked.
All the absurd taxes, random levies, and idiotic noble whims vanished overnight.
Playboy heirs who used to wander the streets harassing girls were confined to their homes.
The daimyo's absurd "raise all taxes" plan was never mentioned again.
The people of the Land of Rain—
suddenly unburdened—
felt disbelief, relief, and trembling happiness.
They didn't know what was happening…
but at least, at long last, they could breathe.
Yujiro stood beside Nagato and calmly said:
"But it won't last."
He continued:
"Soon, stewards, local bullies, gangsters, and landlords will step into the power vacuum.
They'll become even worse than the aristocrats before them."
"Anarchy leads nowhere."
"We need our own trained officials—fast."
Yujiro listed the tasks like reading from a scroll:
• Recruit teachers
• Write textbooks
• Build schools and academies
• Select and train talented administrators
• Educate the next generation
• And if necessary—
use Orochimaru's clone project to mass-produce qualified staff."
"Everything involving administration and education," Yujiro said,
"is yours and Konan's responsibility, Nagato."
After returning to Amegakure, Yujiro instructed:
"Use this strategic window to strengthen our position.
As for money and resources, leave that to me."
Nagato nodded, though a bit uneasy.
"Yes… but Yujiro-san—what about you?"
Yujiro turned away:
"I'm returning to Konoha."
"Our plan is global.
The Land of Fire is the center of the world.
We can't accomplish anything without its power and resources."
Nagato's lips tightened,
but all he could do was bow:
"Understood, Yujiro-san.
I will complete the tasks you've given me."
Yujiro smiled.
"I trust you.
Everyone—pack up. We're returning to Konoha."
Three voices answered simultaneously:
"Oh."
"Oh."
"Oh."
Tsunade.
Pakura.
Mei Terumi.
Nagato froze.
"Wait—hold on—"
If possible, he desperately wanted Yujiro to leave him at least one capable helper.
Yujiro gave him a mountain of work—
and then took away all three newly recruited elite members of Akatsuki.
Yujiro blinked:
"Isn't Konan still here?"
Nagato: "Konan is excellent, but—"
Konan remained the logistical backbone of Akatsuki;
her workload alone was massive.
Yujiro tapped his chin.
"Oh—and there's always Orochimaru?"
Nagato's face instantly became as dead as a gravestone.
