Walking through one of his many manufacturing hubs, Lucas looked down at the production floor where numerous people sat, carefully packaging narcotics, cutting them into the perfect ratio and wrapping them before sliding the white blocks down the table towards containers filled with food. Being dunked in the containers that were marked with invisible ink and loaded onto forklifts, taken away.
Lucas smiled and turned to the side, seeing someone approach. Grabbing his tophat, he took it off, rested it on his heart and lowered his head towards the person. "What an esteemed guest." The woman rolled her eyes at Lucas and held out her hand, knowing his quirk. Lucas took it, giving a soft kiss before putting his hat back on and leaning over the railing with her.
"I know I requested a private meeting, but could you not have chosen somewhere clean?" Her voice was filled with annoyance as she looked down at the packagers, preparing the drugs. Lucas chuckled and shook his head.
"I assure you, there is no place cleaner than here. Afterall, I only serve the cleanest, most pure product for my clients." The woman scoffed.
"You know that's not what I meant." Lucas shrugged.
"What does he want now?" Lucas asked, getting to the point. The woman reached into her pocket and pulled out a thumb drive, handing it over to him.
"Inside, there are the keys to access a crypto wallet worth ten million." Lucas took it and safely pocketed it inside his breast pocket. "While he knows you are busy with your own things, he wants a job done." Lucas smiled and patted where he put the thumb drive.
"With such a generous donation, it would be rude not help." The woman smiled, seeing how willing Lucas was to act.
"How hard will it be for you to bomb the metro?" Lucas froze up and stared at the woman, not expecting such a thing. After a few seconds of silence, his smile grew wider, seeing she wasn't lying about the request.
"Well, how does he want it done?" Lucas cooly said, speaking in a hushed tone.
"Preferably without any casualties." Sighing, she grabbed her head, "But we both know that is impossible. Whilst he wants it done with minimal blood, that is optimistic. Personally, neither he nor I have any real expectations of you."
"You break my heart, Elizabeth," Lucas said with a mocking tone, falling silent to understand why her boss would request such a thing. "Does he want to stoke fear? Or is it another reason?"
"That is not for you to know," Elizabeth said with a cold tone, looking into Lucas's eyes. "Do you accept?" Lucas didn't answer straight away, thinking about the best way to do it. As he did, his mind wandered to Xavier and his orders to deal with New Horizon. His smile grew, realising it was a good chance to hurt them.
"I'm doing it my way. Tell him to forgive me for what is about to happen. Now then. What does he wish for, only the trains to be damaged or a cave-in?" Elizabeth nodded, clenching her fist out of sight of Lucas's gaze, realising the deeper meaning in his words.
"At least one tunnel needs to be destroyed." Looking into his eyes, she could see he was planning to do more for his own sick goals, "But the amount is up to you, so long as you don't go overboard."
"Perfect. It will take me..." Lucas stroked the top of his cane as he thought, "A couple of days to get things ready. Give me a week." Elizabeth took a deep breath and a final glance at the factory floor. Walking off, Lucas pulled out his phone and made a phone call.
"Hudson, I need something."

Xavier opened his eyes and sighed, rubbing his head. James watched as blood fell from his eyes and could tell he had used his ability. Judging from his reaction, he knew he saw something he didn't like. Xavuer looked at James and smiled, shaking his head.
"Don't worry too much. I was double checking soemthing." Despite his words, James could hear a coldness deep in his voice.
"What's wrong. Does it involve me or what we are bout to do?" Xavier shook his head, throwing the bloodied napkin to the side.
"No, something back in Newport. New Horizon is about to get a blow to their PR." Xavier chuckled and shook his head, "It wouldn't be the first time, but you will have to excuse me." Xavier got up and walked out. Taking out his phone, he clicked his tongue.
"Keep New Horizon closed off for the moment. Only allow basic services for the faithful. Have Theo prepare roughly twenty million; he will understand when the time comes. Nina will be arriving in the coming days. When she does, have her begin immediately dealing with those overzealous fools. Make it a public spectacle, so the public and law enforcement know."
Xavier took a deep breath and grabbed his forehead, "Have the PR team on standby. Tell them to prepare to make a broadcast about a large-scale terrorist attack in the metro. They will know when the time is right." Xavier pulled the phone away from his ear, hearing the person on the other side nearly shout at him. "It isn't those fools this time, but someone wishing to hurt us. I already have someone looking into the real culprit. If we can't blame them, they will find a scapegoat, don't worry."
Xavier heard the loud voice on the other end of the phone complaining about the unfair workload and quickly hung up. Grabbing his eyes, he made another phone call. "Newport Specialist Department, please." Xavier patiently waited for the call to go through. "This is Xavier Taylor, Grand Prophet of New Horizon. Please put me through to Captain Cox."
Xavier waited as the line was transferred over. "Captain, a pleasure."
"What is it?" The captain said with a rough unfreindly voice.
"In a week, a large-scale bombing will occur in Newport. New Horizon will be blamed, but it is not us." There was silence from the other side as Captain let out a chuckle of disbelief.
"A terrorist is telling me that they didn't commit an attack. Is this your people's new tactic?" Xavier chcukled taking no offence.
"That is rather rude, Mr Cox. New Horizon is a legitimate religion, recognised by the Unified States. And last time I checked, I wasn't wanted for any crimes." Xavier playfully said, "But I understand that my word is meaningless. So instead I'll say this. The Gentleman will carry it out. Now you can choose to not believe me, but that would be foolish." Xavier hung up before the Captain could say another word and walked back into the room.
Seeing James, he smiled and took a seat before him. "How has your training gone. It's been a few days now."
James took a deep breath and nodded, "We can begin tomorrow." Xavier smiled as he looked at James like he was his most prized possession.
"Wonderful."
