"I'm going to Earth-2."
There were only a few known people with Vibe abilities: Shockwave, Gypsy, Zoom, and Echo.
Echo was Cisco Ramon's doppelganger on Earth-2. The name was the same, the appearance was the same, only the personality was different!
Earth-2 could be said to be the only World in the Multiverse that was synchronized with Earth-1's timeline and had a basically similar developmental trajectory.
