Truly, in the Naruto world, to reach Kage-level, most paths could get you there. But to enter the "Super Kage" tier, you more or less had to have some connection to Kaguya's lineage.
In the Naruto world, below Super Kage, it was about talent and effort. Above Super Kage, it was about bloodline.
