But the next moment, Kagaya narrowed his eyes. The chakra around him vanished.

Obito's hand, encountering no resistance, easily touched Kagaya's face, then passed through, causing no injury.

The reason Kagaya withdrew his chakra was that he sensed Obito wasn't truly attacking; there was no killing intent at all.
