Jugo watched Itachi's body fall calmly, shaking his head slightly. He looked at his hand, where there was a drop of Itachi's blood.
The next moment, Jugo pulled Itachi's soul directly from the afterlife. The soul was dormant, but Jugo could sense the artifacts attached to it. Waving his hand again, he placed the soul in the Tenebrous World, he would return to retrieve them in the future.
Looking away, he glanced at where the figures of Pain, Konan, and Obito were walking away, they seemed unconcerned about Itachi and Kisame's fight, so Jugo didn't need to move to stop them.
He had hoped Obito would come and tell Sasuke the "truth", but it seemed the man didn't have time for that right now.
Itachi also didn't place the seal on Sasuke's eye to attack Obito when he saw his Mangekyo Sharingan, probably because this time the fight consumed him completely, and besides, Jugo was still behind Sasuke, it wasn't known whether Itachi would choose to leave the seal to attack 'Madara' or Jugo.
Jugo didn't want Sasuke to know the truth, he wasn't going to stop him from finding out on his own, but he wouldn't tell him himself because he thought Sasuke's forgiveness was stupid.
Jugo didn't like Itachi, but he could understand him. For Jugo, the lives of everyone in Otogakure weren't worth as much as his own life or the lives of those closest to him. Itachi's decision to save the village by sacrificing his family, while noble, was far from what Jugo himself would do, so he couldn't bring himself to like the man.
If he were in Itachi's position, he would have grabbed whoever he could and run away, if his father refused, he would kidnap his mother and Sasuke and take them far from Konoha, he could even use Shisui's Mangekyo Sharingan to control the Daimyo of an isolated country, living in comfort for the rest of his life.
Uchiha Clan? Konoha? Screw them.
Of course, Itachi grew up in a completely different environment from Jugo. For Jugo, he comes first as himself, then as a ninja. The Konoha ninja mentality of sacrifice, called "Will of Fire", could never influence him. Thus, Itachi, who had a different mindset, had his own reasons for doing what he did, besides the fact that he was only 13 years old when he committed the massacre with Obito.
Jugo could understand Itachi, if he were an Uchiha, he himself would have killed Itachi with his own hands, but he wasn't, so despite disliking his choices, he wouldn't go around pointing fingers.
However, Sasuke was different, he grew up loving Itachi deeply, and his mentality was also different. All his hatred clouded that feeling for a time, but deep down the love was still there. Choosing revenge against Konoha was an escape valve for Sasuke, who had lived for hatred during the second part of his life.
Sasuke learned to use hatred as fuel, so while he still felt empty after his revenge, Obito appeared and pointed Sasuke in a direction of even more hatred.
Sasuke, who had been lost, found his way again, even though what he wanted at that moment was completely contrary to what Itachi wanted for him and what Itachi wanted to protect.
In the end, whether it was Itachi or Sasuke, both were selfish, but that's how humans are.
Now that Sasuke is empty, Jugo needs to work quickly to fill that void, or he will fall back into the cycle of hatred.
The question is... how to do that? Sasuke's objective, as he himself said, was twofold: the first was to kill Itachi, the second was to rebuild his clan. Since that was the case, he would simply let Sasuke begin to complete his second objective.
Jugo considered bringing Sasuke's mother back to life, it would likely fill the boy's heart for a while. But if Sasuke knew he could do it, he would want to bring his entire family back. It might be good for Oto in the short term, but in the future, with more and more Uchihas being born, one of them might have a screw loose like Itachi, and it would be Jugo who would have to deal with those things.
Turn everyone into mobs? Jugo refused as well, he was following the path of containment. Even the idea of letting Toji do it only crossed his mind for a moment. After all, even if Toji was his other side, the idea had to come from Toji himself. If he influenced him indirectly, the blame would still fall on his containment side.
Jugo could only think of one thing: "Too much work, it's better to let Sasuke have some babies, the only problem was how to get that boy interested in girls."
Should he go kidnap Sakura? The girl would probably want to come on her own, but the way Sasuke is, getting the two of them to have children might be difficult. Jugo even started thinking about locking them both in a house after injecting Sasuke with an aphrodisiac. The boy would be angry for a while, but in the end, he would thank him.
However, feeling his thoughts wander again, Jugo sighed. He had almost let himself be carried away by those intrusive thoughts once more. He restrained himself, he couldn't treat Sasuke like a breeding bull.
Jugo pursed his lips, he had a headache again.
