"Strategic security concerns," you respond without hesitation. "If we use the military for testing and something goes wrong, we risk the regeneration technology spreading to foreign countries through intelligence leaks or captured personnel."

"Precisely," you continue. "Worst case scenario, we can always bring people in from the military to bolster losses in the Secret Service if the testing goes poorly. But using military as test subjects risks our most advanced transformations being compromised internationally."
