A knock sounded. After receiving permission, Shuji pushed the door open and entered. Sarutobi Hiruzen did not turn around, still gazing at the village outside.
He began speaking. "Originally I wanted to wait longer, even with the Hyūga entering the Police Force."
"Even if Fugaku initially could suppress clan internal opposition voices, given his personality, subsequent pressure would probably make him waver again."

The Third finally turned around, lightly tapping his pipe against the windowsill before walking to sit in his chair.
"When Teacher Tobirama passed the Hokage position to me, I did not realize I was actually someone with insufficient capability."

He picked up his pipe again, leaning into the chair back.

After setting preliminary plans with three trustworthy young shinobi, Elder Genshi did not rush to actively meet the Mizukage discussing funding matters but instead, as usual, methodically handled village daily affairs.
He was awaiting a suitable opportunity.
Until Fourth Mizukage Yagura summoned him again.
The Mizukage's voice transmitted through his hat. "The funding matter, how are arrangements proceeding?"
Genshi slightly bowed, explaining in his customarily steady tone. "Fourth, the previously disbursed funds already represent the maximum amount the village can currently transfer. Requesting new funds from the daimyo has not yet received approval."
"Operations cannot continue delaying," Yagura's tone showed some impatience.
"I already personally made one trip to the Water Capital," Genshi continued, voice lowering further. "However, the daimyo seemed unsatisfied with my explanations. He believes Kirigakure this year has consumed expenses already severely exceeding established standards."
Speaking here, he paused slightly as though weighing words. "Moreover, some village departments' daily expenses and personnel subsidies have not arrived on time, already triggering some discussion. Fourth, do you think perhaps..."
"Unacceptable," Yagura's voice coldly interrupted him. "This operation proves critically important. Must prioritize guarantee."
At this time, Genshi finally slowly spoke as though helpless. "If so... perhaps you need to personally make one trip to the Water Capital, explaining circumstances directly to the daimyo."
"With Mizukage-sama personally stepping forward, the daimyo might better understand difficulties our Kirigakure currently faces."
