"Even without using those organizations, relying on myself alone, destroying Konoha Village isn't difficult!"

After resolving this chaos, the Five Great Nations' people returned to the conference hall, sitting together again.
Sarutobi Hiruzen spoke first:
"Everyone saw it—this Uchiha Yasushi is completely insane, completely lacking any humanity. He has zero psychological pressure attacking ordinary civilians."
"And that Akatsuki organization he's in concentrates large numbers of rogue ninja, and publicly declares they'll rebuild a new shinobi world order—they're the shinobi world's public enemy!"
"I strongly suggest the Five Nations jointly form an allied army to attack Akatsuki organization's Amegakure, completely eliminating these terrorists attempting to destroy the shinobi world's order."
