Actually, Freud alone was enough to suppress both fish monsters, but every time he was about to finish them off completely, they'd absorb a bunch of fish corpses and rapidly recover their health, with their flesh reforming right away.
The two hunters didn't have that kind of recovery ability. Freud's wild fighting style meant he'd taken multiple direct hits from the monsters. Even with his crazy high defense, it looked like he couldn't take many more.

Unlike his partner's combat style, Lucio preferred keeping his distance and shooting. His bullets packed some seriously terrifying destructive power—those Blazing Sun bullets that burst with intense heat were at least as powerful as David's upgraded Heavy Hammer, if not more.
