Chapter 75: Planning and Relaxation

"I am just a general now, and I can't even imagine governing an empire that spans a vast star field. That right belongs to the Emperor, doesn't it?" Omega felt it was unbelievable that the other party was forcing him to agree to such a concept.

Alpharius looked at Omega for a while without asking any more questions and agreed with Omega's previous suggestion.

He believed that over time, the two would gradually synchronize.

Over the next month, Alpharius continued planning and conceiving of a revolution across the many worlds of the human empire. Omega, standing nearby, directly informed Sophis's subordinates at the Forge World that the plan was progressing steadily.

The Medias Sector was formerly an alien-controlled sector, and its population had dwindled after its conquest. Still, it remained a huge draw for all planetary regimes in the Alpha Sector.

Upon hearing this news, officers from various planets within the hive city of Sophis, the world's forging capital, enthusiastically joined the expansion effort.

Accepting this mission meant that hundreds of years later, their descendants could become nobles and wealthy merchants on a planet in the Medias Sector, or even become part of the ruling class, an irresistible temptation.

The Empire had always granted priority development rights to whichever legion conquered a region first, so the Medias Sector naturally belonged to the Alpha Legion.

If there was any drawback, it was that there were too few humans in the Medias Sector.

Omega decided to first establish a Forge World in the Medias Sector, named Medias, and use the resources of the Alpha Sector to develop it, so that the Forge World could connect the various planets in the sector.

Alpharius, who was listening nearby, chuckled and made a sarcastic remark.

"Medias...to simply drop a word from a name to name an incredibly important Forge World, that's so casual, so much like your style!"

"The Medias Sector doesn't even have a million humans right now. Even if they reproduce for a thousand years, they probably won't reach ten billion. Building a Forge World for such a sector is a huge waste!"

"Population is not a problem. We can just bring them from other planets," Omega didn't care.

Directly relocating population from other star sectors could be highly controversial, given that all fleets were currently short-staffed.

After much deliberation, Omega concluded that using the Medias Sector to receive criminals and excess population from other sectors might be the fastest way to replenish the population. He made up his mind about this.

Alpharius couldn't believe his idea and thought Omega was joking, letting him do whatever he wanted.

Omega, however, seriously instructed Sophis's subordinates to carry out the task.

The subordinates found the idea of using their own new sector to receive criminals from other sectors utterly unbelievable.

But since it was an order from above, the technical priests and Imperial Army officers had no choice but to carry it out. After all, it didn't matter if they relocated some criminals to the Medias Sector since no one else was around.

As the two Primarchs formulated their plans for the next phase, a fleet of over a hundred warships marked as Ultramarines leaped from the Warp near a highly developed planet in the Alpha Sector.

On the flagship, which was over twenty kilometers in length, Primarch Roboute Guilliman looked with interest at the planetary model displayed in the data systems.

A company commander reported from the side,

"Lord Guilliman, this planet, called Sels, is one of the nine highly developed worlds in the Alpha Sector. Just as the intelligence indicated, it is indeed developing quite well!"

Guilliman nodded as he looked at the model of the star system, which featured many civilian spacecraft, indicating that the planet already possessed the capability to explore space independently.

The fleet quickly approached the planet Sels and arrived at the planet's starport a few days later. Because both sides had contacted and notified the planet's government in advance, they were able to prepare for the arrival of the Ultramarines Legion.

Aboard the Thunderhawk gunship, Roboute Guilliman entered the atmosphere and saw a massive city on the ground, with buildings thousands of meters high everywhere and flying vehicles shuttling back and forth in the air.

The sky was bustling with activity as numerous spacecraft traveled across the planet, while on the ground, massive seaports and transportation facilities could be seen. Trains sped past in rows of long vacuum tubes on the ground, carrying metal ores and cargo containers.

Numerous giant ships and warships could be seen patrolling the seas.

Roboute Guilliman was somewhat surprised to see giant transport vehicles everywhere, on land, sea, and air.

Recalling the intelligence, he nodded and said, "As expected, this is a product of the Adeptus Mechanicus. The Tech-priests have built many practical structures and mechanical tools on this planet. No wonder this planet has changed so much in just a few decades!"

"I'm quite curious about how they manage this planet. It's fascinating!"

Roboute Guilliman had come to the Alpha Sector purely to relax.

He hadn't encountered any Alpha Legion Primarchs on Terra, and coupled with his previous curiosity, he chose to come here to see how a sector under different governance had developed.

Sels was prosperous and beautiful, full of the charm of human civilization. Guilliman and the company commanders were impressed by what they observed.

When Guilliman and his party arrived at the government building in the planet's capital, they met with Governor Brown, and the two sides held friendly talks.

After Guilliman inquired in detail about the planet's political system and management methods, he discovered that the system on this planet was vastly different from that of Ultramar and, in fact, quite distinct.

The ruling system in Ultramar is based on rigorous meritocracy, with Guilliman himself and his Tetrarchs directly overseeing governance.

But the system in the Alpha Sector appeared more inclined toward a republican parliamentary system.

The Ultramarines know and worship Roboute Guilliman, their leader. Guilliman had taught the Ultramarines the ability to govern and manage planets, and some company commanders became governors of worlds.

Guilliman advocated for embracing the diversity of planetary systems and personally participated in the governance of Ultramar.

However, this was not the case in the Alpha Sector. The systems on the planets in the sector were basically similar, and in the past few decades, the political system provided by the Alpha Legion had gradually become the mainstream across all the worlds.

The systems on each planet were highly consistent, but the Alpha Legion's Space Marines did not directly participate in management, leaving governance to the respective planetary governments.

The Alpha Legion would occasionally send administrative requests, such as establishing starports, constructing land, sea, and air transportation systems, and building massive developed cities.

These requests were often met with the full support of members of the Adeptus Mechanicus, who helped the planet's government achieve them. And without exception, all these governance demands had proven to be correct and beneficial.

Everyone on the planet was doing their best to make it a better place.

In the spacious and exquisitely designed governor's office hall, Guilliman, with great curiosity, asked the governor, who exuded a military bearing and had a serious expression,

"This is the Alpha mystery of your sector, allowing someone you've never even met to decide the fate of your planet? Don't you find that incredible?"

The planetary governor smiled slightly.

"There were indeed some dissenting voices within the government initially, but ultimately we resolved to carry out these directives. The entire sector served the Alpha Legion with no ulterior motives involved, and the entire plan was clearly laid out before us."

"We haven't actually met that person, but we've witnessed the changes on the planet firsthand, and the facts prove us right!"

Roboute Guilliman nodded. The Alpha Sector hadn't copied the system of Ultramar, but it was surprisingly well-managed and not another version of his realm, which was somewhat unexpected.

This could only be achieved through a deep understanding of every detail of the system's management. He became increasingly curious about who was behind it all.

Although the different systems disappointed the company commanders, Guilliman was still very happy to see the prosperous human planet, and his mood improved considerably after visiting Sels.

The company commanders on the spaceships questioned the system and management of the Alpha Sector, finding this behind-the-scenes command method utterly unimaginable, let alone acceptable.

The Primarchs always taught them to be upright and honorable, and that they should govern the planet with dedication, standing among the people.

Roboute Guilliman looked at the company commanders around him and said rationally,

"This is the Alpha Sector, not Ultramar. We have no right to interfere with the governance methods of other legions. At least, the planet Sels I've seen is developing quite well!"

Having greatly improved his mood after this trip, Guilliman immediately decided to send the fleet back to port and resume the Great Crusade.

Omega and Alpharius, who had spent over a month in space at Sophis, were both somewhat surprised to hear this news.

After discussing it, the two realized that the other had come to relax.

The Alpha Legion and the Ultramarines had basically no interaction, but Alpharius felt that the increasing fame of their sector further proved the superiority of the system.
