"Well, based on the principle that the Holy Grail War should be fair, just, and open, and to eliminate the concepts of ambushes and schemes, I intend to invite all factions to gather. Let's all have a meeting first to discuss the rules of the Holy Grail War. We must ensure the battles are conducted openly and honorably."

"Is that so?" The Ahoge King's eyes lit up. She strongly agreed with Yusei's philosophy. In her view, duels should indeed be fair.

The winner obtains the Holy Grail, while the loser faces death or obscurity. The main point is fairness.

The Ahoge King looked at Irisviel. Irisviel's face showed a troubled expression. Although she very much wanted to let Saber do as she wished, the Master wasn't her, but Emiya Kiritsugu.

"Is that so? Well, then they'll miss out on the benefits," Yusei chuckled, saying something cryptic.

He then looked towards the approaching road, where a middle-aged man in a suit, holding a cane, was walking elegantly towards them.

Saber immediately stepped slightly in front of Irisviel, her expression serious.

"Is that another Master?" Irisviel asked quietly.

"Probably. He carries the aura of magical energy."

The man in the suit, Tohsaka Tokiomi, glanced at Saber in her black suit, then his gaze shifted to Yusei. He then gave a slight bow.

"I presume you are the Ruler? Since you called this meeting, the safety of the Masters attending will certainly be guaranteed by the Ruler, correct?"

Tokiomi's meaning was clear: he was hinting that Irisviel was too tense and Saber's hostility was too strong, a subtle sarcasm.

After all, he himself didn't have a single Servant visibly accompanying him.

"Of course. Please, come in. The safety of every Master here is guaranteed by me during the meeting, naturally limited to the duration of the meeting itself," Yusei said with a smile.

Seeing Yusei's assurance, Saber also calmed down, silently following Irisviel as the four of them entered the church together.

Inside the brightly lit church, it was a pity that no one else was present, only Risei and Kirei, the Kotomine father and son.

Kirei, as a participant, was naturally one of the invited, while Risei, as the Holy Church's supervisor and also the Holy Grail War's manager, was also present.

After Tokiomi entered, his eyes met Risei's almost imperceptibly. He then silently took a seat in a remote corner, giving off a very aloof vibe, as if familiar with no one.

Irisviel and Saber also found an unoccupied seat and sat down, waiting quietly.

Kirei and Tokiomi naturally revealed the backs of their hands, each bearing three Command Spells. Irisviel, posing as the Master, had no Command Spells, so she showed the back of her bare hand.

Tokiomi saw this but didn't pay it much mind, assuming it was her other hand. Right now, he was more focused on what the Ruler intended to do.

Looking at the three pairs of hands, Yusei activated his Class Skill, God's Resolution.

He could use two Command Spells for each Servant faction. This 'use' included the method of him granting them.

Under the astonished gazes of everyone, an additional Command Spell appeared on the hands of Tokiomi, Kirei, and Irisviel.
