The variety of Devil Fruits is vast, and theoretically, each category of Zoan-type Fruits can have a regular type, a Mythical type, and an Ancient type.
The Human-Human Fruit is a major category within Zoan-type Devil Fruits, but the Ancient types of Human-Human Fruits... stronger ordinary humans?

However, the Human-Beast Form of this Primitive Fruit... appears to only have muscle-enhancing effects.

The scope of primitive man is vast. If the theory of evolution applies in this world and is reasonable, then the more primitive, the more similar to monkeys; the more modern, the more human-like.
Moreover, this world does not only have the human race; there are many sub-human species, like the Long-legged Race, Long-armed Race, Three-Eyed Race, Snake-headed Race, Fishman Race, Fur Race, Giant Race, Dwarves Race. Whether they share the same ancestor in ancient times is an untouched subject.
If they do, the potential of this fruit might be enormous.

The thick encyclopedia naturally contains more than just names and appearances; it also has a rough description of abilities. Even though the Primitive Fruit only has a few words recorded, the image it portrays is already very close to modern humans.

In terms of knowledge, Shaina and King were indeed not as versed as Queen; their life experiences were entirely different.
However, Setsuna didn't want to listen to Queen's lecture; a strong electric current burst forth from her body, but nothing happened.
Zeraora took over Setsuna directly, and all the electricity released was absorbed cleanly by him.

Queen didn't ask more; Arceus probably had his own plans. He only needed to understand Zeraora's uniqueness; however, while they were debating how to handle it, a bell's chime rang from behind them.
The Bell of Healing, this chime even calmed the berserk Setsuna down.
This loss-of-control state undoubtedly belongs to an abnormal state, and the healing chime naturally restores peace.
"Take her back to rest, hang the curtains thick. Zeraora, come with me."
Though Zeraora didn't experience the Moon Lion transformation, the manifestation of the Moon Lion is a color change to white, enhanced strength, and varying hair lengths among individuals, so Arceus planned to add a skin function for Zeraora.
