Because the former requires power adjustment, like Pikachu intentionally using ten volts to let Parasect feel Electric Shock. The latter simply shocks it to the edge of fainting, using pain to trigger the Pokémon's potential power, differing at its core.

The flames shrank.
"Smaller again!"
The flames shrank once more.
"Okay! You can release it now!"

A mass of flames hit Aggron's head, leaving a slight scorch mark.
The Big Monster raised its head, seemingly savoring, closing its eyes, "Roar… roar!"
"More? Alright, let's do it again!"
"Mow!"
Deino composed a small flame and sprayed it onto Aggron's head again.
The lingering Dragon Attribute Energy lingered between the horns of the latter, seeping into Aggron's body in thin strands, causing it some damage while also brewing something.
