Even the typically composed Kakashi was greatly surprised. He couldn't understand why the town mayor would act this way, given that they were a mayor, shouldn't they want the town to prosper rather than exploit the residents?

"He's no longer worthy of being called a person." Might Guy exhibited a strong sense of aggression.
Seeing the reactions of his disciples, Mokgetsu displayed a genuine smile. It's not easy to maintain relatively normal values in this world.
"Teacher Mokgetsu, how about we use the Transformation Jutsu to disguise ourselves and give this Town Mayor a good beating?" Obito suggested.
Mokgetsu shook his head, saying, "There's no need for you to take action. What he's done is utterly despicable, and he's bound to face punishment."

The black giant eagle let out a sigh of relief. It was glad it wasn't because it ate too much. It cooed gently, then nuzzled Mokgetsu with its head.
The black giant eagle wanted to leave with Mokgetsu. This wasn't its home; it had fled here after being wounded elsewhere. However, with plenty of wild animals around and residents feeding it, it decided to stay here.
Now the place wasn't safe, and it hadn't forgotten the several little guys who could generate lightning trying to capture it. Plus, Mokgetsu's food was delicious, making it better to tag along with him.
"If you want to come with me, nod your head."
Hearing Mokgetsu's words, the giant eagle nodded rapidly like a pecking chick.
Having gained the eagle's consent, things were simple. The signing was completed swiftly.
"Since you're my Summoning Beast, you need a name." Mokgetsu showed a contemplative expression.
"How about calling it War Eagle, the battle eagle?" Obito enthusiastically joined the naming process.
The black giant eagle shook its head quickly; it didn't like the sound of that.
"How about Leaf Hawk, the fierce eagle of Konoha!" Might Guy laughed loudly, giving a thumbs-up with his suggestion.
The black giant eagle pushed Might Guy with its wing, not liking that name even more.
Kakashi was somewhat speechless at the random names being suggested. After thinking a bit, he said, "How about Blackbird? It matches its color."
Mokgetsu felt his disciples' naming sense was quite abstract; naming a black eagle "Blackbird" really worked.
"Let's call it Black Feather," Mokgetsu said after some thought.
While not particularly meaningful, it sounds better than something like Blackie or Blackbird.
Black Feather nuzzled Mokgetsu, quite satisfied with the name.
Then Mokgetsu informed the client that the mission was complete and that the black eagle would no longer appear in Kawakita Town, before heading directly back to Konoha.
After Mokgetsu left, the second Shadow Clone began its operation. He spread the news of the Town Mayor's various wicked deeds, then disguised himself as a chivalrous swordsman who vanquished the Town Mayor to uphold justice.
Mokgetsu knew this wouldn't fundamentally resolve the problem. Even without the Yellow Lord, there would still be a Green Lord. But currently, he had no way to eradicate it completely. To initiate that level of reform, his power was still lacking.
In this distorted world, Mokgetsu believed many places have similar scenes. Although the technological level in the Naruto World isn't low, it remains a feudal system.
