Just like how Blackbeard is known as the 'Fleet Commodore' of the Blackbeard Pirates, Sage is also referred to as the Governor.

Among the Four Emperors, only one is currently referred to as 'Captain,' and that's Big Mom, as she mostly has subordinates with few subordinate pirate crews.
Shanks, known as the 'Big Boss,' seems to operate on a kind of elite cooperation system, offering lesser dominance.
Being called 'Fleet Commodore' implies having many captains under one's command, representing a combination of pirate crews.
Being called 'Governor' means having many subordinates and captains, along with significant dominion, warranting the title 'Governor.'
However, ultimately, they're just occupational titles born from each sea's development model; no real difference exists.
