If the Curse skill is used by Ghost-type Pokémon, it halves their maximum Physical Strength while cursing the opponent, causing continuous Physical Strength depletion, exponentially increasing.

However, if a non-Ghost type Pokémon uses it, it decreases Speed by one level, increases Defense and Attack by one level.

Slowking isn't a Ghost-type, so Curse enhances him.

Without Trick Room, if Slowking were a high-speed Pokémon, Curse's effects wouldn't outweigh the cons, for Speed is paramount in Pokémon battles, essentially determining victory by giving first move advantage.

Yet Slowking is inherently sluggish, and with Trick Room on the field now, the slower the speed, the faster the Speed.
