The level might drop, but the actual power doesn't decrease much. Plus, the speed of leveling up increases, or else Pikachu couldn't have swiftly reached the Gym Peak.
Recently, Pikachu is stuck at the Gym Peak again. It's uncertain if this level is bottlenecking Pikachu or if Pikachu is hitting a critical point again.

Globally, even across all parallel worlds, only their Pikachu has such a capability.
Hence, before joining the group, Ash wouldn't purposefully linger in a region. Usually, he'd leave the region post a tournament and head to the next region.
Pikachu's level wasn't intentionally trained to the extreme; whatever level it reached, that was it.
