Chapter 721: The Eldar's Proposal

Elandir leaned forward slightly, her voice steady and clear, carrying the precision of an Eldar technical expert, while also harboring an imperceptible caution—she knew the exact nature of the suggestion she was making.

"The technology we possess can achieve this," she said. "Through a series of precisely coordinated psychic rituals and mental intervention arrays, we can deeply, slowly, and stably adjust the conscious inclination of the World Soul. Its essence is a systematic 're-encoding' of the deep mental bonds between the consciousness of planet Pandora—Eywa—and all its neurally linked organisms."

She looked at Ryo, her words devoid of superfluous emotion, containing only the statement of the proposal. "The ultimate goal is to establish an absolute, instinctual loyalty and obedience to you—or an authority designated by you—at the deepest level of the World Soul Eywa, and the minds of every Na'vi connected to it. This is not a superficial command or coercion, but the shaping of a fundamental identification, allowing your will to be understood as a natural extension of Eywa's will, equating your interests with the highest guarantee of their own survival and that of their home."

"The result," Elandir concluded, "is that you will essentially control the entire ecological network and intelligent civilization of planet Pandora without expending the massive energy required to relocate the planet. All resources of this planet, whether the superconducting ores underground, the unique biological gene pool, or the value of the Na'vi as a labor force or potential military recruits, will smoothly serve you without triggering conscious resistance or ecological collapse. The entire process can be completed while the target remains completely unaware."

Ryo fell silent; the allure of this proposal was obvious.

Compared to the massive risks and expenditure of physically moving a planet, this method of acquiring control from the root of consciousness appeared more concealed, more absolute, and potentially more efficient in the long run. This was indeed a scheme only a race of psychic masters like the Eldar could conceive.

"Specific parameters," Ryo spoke, his questions direct and cutting to the core. "Success rate evaluation? How long will it take? And, to execute this proposal, what specific support do you need from me?"

"The success rate depends primarily on the inherent characteristics of the target World Soul. Pandora's Eywa currently exhibits a strong tendency toward coordination and symbiosis, rather than aggression or xenophobia, which lowers the strength of its subconscious defenses. This is advantageous to us." Elandir's answer was equally specific. "The initial psychic infiltration and guidance may take several months, and completing the deep, stable consciousness reshaping is estimated to take several years. Once completed, the effect will be permanent and self-sustaining."

"As for the requirements," she continued, "this necessitates Ulthwe dispatching a team of top-tier telepathic seers and ritual experts, secretly arriving on Pandora with specialized psychic focusing devices. We need to select several critical ecological nodes globally, secretly deploying and activating ritual sites. This requires you to provide necessary cover, ensuring the absolute safety of these nodes, and isolating them from potential interference by the RDA or Na'vi who have not yet been fully influenced throughout the entire process."

She paused, her tone growing more solemn. "As a return for you providing convenience throughout the process, bearing the associated risks, and allowing us to utilize such deep-level technology, upon the plan's completion, Ulthwe will completely hand over the core ciphers and highest adjustment privileges of the entire Eywa control system to you. We will only retain the technical knowledge necessary for its initial construction."

Ryo's gaze was tranquil.

What the Eldar proposed this time was no longer a one-time technological exchange or short-term cooperation, but a long-term, deeply bound joint project. The intertwining of interests would become tighter, but dependence and risks also existed.

"This is a proposal that requires careful evaluation," Ryo finally said. "I need to see a more detailed technical feasibility report, a complete risk assessment, and a detailed explanation of the credentials and capabilities of the expert team Ulthwe can dispatch. Furthermore, the current situation on Pandora must first be stabilized within the framework I have set—namely, the RDA accepting the outsourcing of certain key functions, and the Na'vi being internally led by factions willing to cooperate. Only on this foundation can we further explore the feasibility of implementing this World Soul Reshaping Plan."

"Understood." Elandir bowed slightly. "I will completely convey your requirements and initial intentions to the High Farseer. Ulthwe will prepare a detailed proposal to your satisfaction."

After Elandir left, Ryo's gaze lingered for a long time on the point of light representing planet Pandora on the star map, his fingertips unconsciously trailing slowly along the edge of the console.

The plan to relocate the planet had its technical feasibility and strategic value verified, but the cost was astronomical and the disturbance massive; it was essentially a physical 'possession'.

The 'World Soul Reshaping Plan' proposed by the Eldar, however, pointed toward a deeper, more absolute form of control—transforming a planet's ecological network and intelligent civilization into a docile extension from the very root of its consciousness and existence.

The former was conquering territory, while the latter was removing the firewood from under the pot, subsequently remolding the foundation.

The Eldar proposal was more concealed and absolute. Once successful, Pandora would become a natural extension of his will, with no further concerns of internal strife. But this also meant he would be more deeply drawn into the psychic domain the Eldar excelled in, relying on their core technology in a long-term project.

Risks and opportunities coexisted.

However, risk itself could also be transformed into leverage.

A gleam of calculated resolve flashed in Ryo's eyes. He decided to adopt this proposal.

Allowing Ulthwe to invest their core strength and ancient arts into Pandora was in itself an excellent form of restraint and utilization. They craved dimensional technology to seek a path to survival, and he would provide a stage for them to display their expertise, reaping the most critical fruits from it.

This would not only satisfy his strategic need to control Pandora but would also bind the Eldar's interests more deeply to his own chariot, allowing him to continuously observe, learn from, and even develop countermeasures against their psychic technology over the course of a long collaboration.

He pressed the communication button.

"Reply to Elandir and the High Farseer of Ulthwe in my name: I agree in principle to the World Soul Reshaping Plan as a subsequent priority option. Request them to submit a feasibility report containing the complete technical path, risk assessment, contingency plans, and details of the expert team. Simultaneously, prepare our preliminary plan regarding the stabilization of the current situation on Pandora and the covering of the nodes, serving as a basis for negotiation."

"Orders recorded and executed."

The communication ended. Ryo leaned back in his chair.

The path on the chessboard had been chosen. The relocation plan was retained as a backup and a means of deterrence, while the more subversive consciousness reshaping project would be placed on the agenda.

The superficial military confrontations and diplomatic mediations might temporarily pause, but a silent, lengthy transformation penetrating the core of the planet's consciousness was about to begin.

He needed to ensure that no matter how the rituals of Ulthwe proceeded, the one ultimately gripping the key to controlling Eywa could only be himself.
