The war room that had once been Clark's apartment living room looked like the command center for an operation that straddled the line between disaster relief and military intelligence. Maps of Harlem covered every wall, marked with evacuation routes, potential civilian shelters, and the kind of tactical analyses that would have impressed federal emergency management agencies. Satellite photos showed traffic patterns, building densities, and the infrastructure vulnerabilities that could turn a superhuman fight into a humanitarian catastrophe.

Clark stood before the central display, feeling the weight of knowledge that came with a terrible price. Bruce Banner was running out of places to hide. General Ross was escalating his pursuit with the kind of military resources that suggested patience had been replaced by desperation. And when the Hulk finally made his stand in New York City, Harlem would become ground zero for the kind of collateral damage that killed innocent people by the thousands.

"Forty-eight hours. Maybe less. Ross's military movements suggest he's closing in, and Banner's psychological profile indicates he'll try to protect civilians by drawing the fight away from populated areas. Which means Harlem—high population density, limited escape routes, exactly the kind of urban battleground where good intentions create body counts."

Scott Lang examined the deployment schedules with the focused attention of someone who'd learned to spot the difference between careful planning and elaborate suicide. "Boss, this looks like we're preparing for war."

"We are," Clark replied, marking additional positions on the tactical map. "Just not the kind where we're the ones doing the fighting."

"The kind where we're trying to keep people alive while gods and monsters tear apart city blocks with their bare hands."

Luis studied the evacuation routes with growing concern. "These gang territories, man. You really think they're going to cooperate with emergency procedures when the green guy shows up?"

Clark pulled out a stack of cash that represented a significant portion of his operational budget. "They will if they're not there to interfere."

"Money talks louder than civic duty. Pay the gangs to be elsewhere during the crucial timeframe, and civilian evacuations become three times more effective."

The apartment's secure phone buzzed with an encrypted call from Kurt, whose hacking abilities had proved invaluable for gathering intelligence on military movements that weren't supposed to be detectable by civilian monitoring.

"Boss," Kurt's accented voice carried excitement and concern in equal measure. "Have obtained medical records for one Emil Blonsky. British special forces, assigned to Ross's enhanced soldier program."

Clark felt his artifacts begin their warning vibrations before Kurt finished the briefing.

"Super soldier serum, experimental dosage, psychological profile suggesting aggression enhancement and authority issues. This man is becoming something dangerous."

"Abomination. Ross is so desperate to capture Banner that he's creating another monster, one without Banner's conscience or restraint. This won't be Hulk versus military—this will be monster versus monster in the middle of a civilian population center."

"How dangerous?" Scott asked, reading Clark's expression with the kind of attention that suggested he was considering whether their operation had escalated beyond manageable risk levels.

"The kind of dangerous that makes the Hulk look like the reasonable option," Clark said grimly.

The tactical situation had just shifted from disaster management to crisis intervention. Two super-powered beings, both capable of leveling buildings, fighting in one of New York's most densely populated neighborhoods. The military would establish perimeters, emergency services would be overwhelmed, and thousands of people would be trapped in a combat zone designed for beings who measured strength in tons per square inch.

"Time to deploy assets. Position team members where they can do the most good, plant artifact caches for rapid access during combat, and pray that superhuman collateral damage doesn't exceed the capacity of artifacts to protect civilians."

Clark activated the secure communication system that connected his expanded team, feeling the familiar rush of command decisions that would determine whether their preparation saved lives or simply provided front-row seats to catastrophe.

"Dave, Luis—you're handling gang negotiations in the target zone. Offer them ten thousand dollars to relocate their operations to Queens for forty-eight hours. Present it as routine business, not emergency evacuation."

"Dave's calm demeanor and Luis's storytelling ability make them perfect for negotiations that require equal parts bribery and misdirection."

"Scott, Kurt—artifact cache deployment. Plant emergency supplies at marked locations throughout Harlem. Medical equipment, communication devices, and barrier generators. Make it look like routine maintenance work."

"Scott's infiltration skills and Kurt's technical knowledge will ensure the caches are positioned for maximum effectiveness while remaining invisible to military surveillance."

"Natasha..."

Clark paused, meeting the eyes of his spy intern who was undoubtedly reporting every aspect of their operation to Nick Fury while maintaining perfect cover as administrative support.

"Coordination with emergency services. Make sure ambulances, fire departments, and police know to stage outside the combat zone and be ready for mass casualty evacuation."

"Give her something legitimate to coordinate so she can help save lives while gathering intelligence for SHIELD. Everyone wins."

Natasha's smile suggested she understood exactly what he was doing. "I'll establish liaison protocols with relevant agencies. Anonymous tips about potential civil unrest requiring emergency preparedness."

As the team dispersed to begin their pre-disaster positioning, Clark remained in the war room, studying satellite images of Harlem while calculating probability matrices that would determine which artifacts to deploy and where to position himself for maximum protective effect.

The Guardian's Barrier hummed quietly in his collection—a B-tier artifact capable of protecting civilians from superhuman combat. But its range was limited, its duration finite, and the energy cost would drain his stamina faster than sustainable for extended engagement.

But forty-eight hours later, as Clark positioned himself on a Harlem rooftop with comprehensive tactical oversight of the battlefield-to-be, he felt as prepared as someone could be for the arrival of forces that operated beyond human scale.

His encrypted radio crackled with team communications:

"Scott to base: Artifact caches deployed and verified. Emergency supplies accessible at all marked locations."

"Kurt to base: Emergency services coordination complete. Ambulance staging areas established."

"Natasha to base: Federal agencies aware of potential incident. Military perimeter likely but manageable."

"Everyone in position. Civilian evacuations pre-staged. Emergency services ready. Artifacts charged and ready for deployment. We've done everything humanly possible to prepare for something that transcends human capability."

Clark's enhanced hearing picked up the distant sound of military helicopters approaching from the south. His Hawk Eye Monocle detected unusual electromagnetic signatures suggesting experimental technology. The Thunderclap Gauntlets responded to his elevated heart rate with subtle warming that indicated readiness for combat deployment.

And then his phone buzzed with the news alert that made his blood run cold: "ENHANCED INDIVIDUAL SIGHTED IN MANHATTAN: Military Sources Confirm Pursuit Operation in Progress."

"Banner's here. Ross is here. And in approximately ninety minutes, Harlem is going to become a war zone."

Clark activated his team beacon, feeling the weight of responsibility that came with coordinating people whose lives depended on his tactical decisions.

"All teams, this is base. Operation Green is now active. Repeat: Operation Green is go. Expect superhuman combat within two hours. Prioritize civilian safety above all other considerations."

The acknowledgments came back immediately, professional confirmations from people who'd chosen to risk their lives because they believed in what they were doing.

As the sun set over Harlem, Clark checked his artifacts one final time, knowing that the next few hours would either vindicate months of preparation or provide stark lessons about the limits of human planning when gods and monsters decided to settle their differences with violence.

The Hulk was coming.

The Abomination was waiting.

And Clark Collins, artifact-wielding private investigator, was about to discover whether supernatural preparation could protect ordinary people from extraordinary destruction.
