Hody and his crew, the New Fish-Man Pirates, are fueled by Energy Steroids that enhance strength but destroy their bodies. They plan to overthrow Neptune and take revenge on humanity.
Meanwhile, the crew meets Princess Shirahoshi, the king's daughter—a gentle giant mermaid who has lived her entire life locked in the palace, afraid of being kidnapped.

The history of Fish-Man Island reveals centuries of pain and hope.
Fisher Tiger, the hero who freed slaves from the Celestial Dragons, was hunted and killed by humans.
Queen Otohime, Shirahoshi's mother, dreamed of peace between humans and Fish-Men, but was assassinated for her ideals.
Two legacies remain: Otohime's dream of unity, and Hody's hatred of humans.
