People claimed he was the weakest hokage to ever exist but what would they know about maintaining this status quo for as long as he had.
Most especially when there were idiots like the man he once called a friend standing before him.
"It may be an attempt but since when has Konoha being so weak as to not accept any challenge, besides the Daimyo is well within his right to enroll his third son here" Hiruzen replied
That was the main issue about everything here, Miya-sama was at the end of the day, the third prince. He had little to no claim to the throne hence this was completely acceptable.
They couldn't refuse it no matter what excuse they wanted to use, he wasn't the first prince so they couldn't claim security and send him back to the capital.

Danzo said before suddenly turning around to pace up and down the office
Looking at the only person he could remotely call a friend, Hiruzen nearly found himself chuckling. After almost 30 years on this seat, this was the first time he had seen his friend pace around in fear due to a situation.
However Hiruzen couldn't blame him even one bit, his fear wasn't something he shared alone, he may appear calm but his brain churned thought after thought but nothing was getting him out of this situation.
Miya-sama wasn't just the third prince. He was Inochi-dono, a god to the common man. Such a title wasn't earned just by being born, from the young age of 2, the young boy had begun to change his environment for the better
Now even the Konoha medics implemented his knowledge claiming it made their work about 50% more effective.
It was a different matter of it was just a third prince, if he died then they could find various ways to appease the Daimyo but if a god dies, that is a whole different situation.
