Guilliman's words left Fabricator-General Kren at a loss for how to respond.
His face, a mass of gears and tubes, was devoid of any expression.
His mechanical eyes were fixed on the Primarch, and the computational modules within his skull were running at high speed, the power output so high that they were faintly warm.
The Omnissiah's decrees were laid out clearly.
Every tech-priest claimed to treasure them and never overstep them in the slightest.
However, out of ten tech-priests, there were definitely nine who violated those decrees, and one who was on the verge of crossing the forbidden red line.
For tech-priests who craved knowledge intensely, the forbidden knowledge was like the whispers of daemons, tempting them constantly.
No one could resist this temptation.
Fabricator-General Kren even less so; otherwise, he certainly wouldn't be in this position.
For centuries, he had been constantly replacing his flesh and blood body with mechanical prosthetics.
While all followers of the cult Mechanicus underwent similar surgeries, Kren's modifications were extremely radical.
He even used his authority to acquire prosthetic parts considered heretical and installed them on himself.
Within his body was also a forbidden artificial mechanical consciousness-driven Cogitator intelligence.
This artificial mechanical consciousness granted Kren unimaginable computational power; he could control information within the entire sector and project his consciousness into other machines at will.
However, non-flesh-based mechanical intelligence was absolutely forbidden.
It was one of the red lines established by the Emperor that could not be crossed.
During the Great Crusade, there were multiple instances of human civilizations that relied too heavily on artificial intelligence being destroyed.
Looking into Guilliman's eyes, Kren finally lowered his head.
Kren knew that if someone from Mars came for an inspection, he would definitely be exposed.
He would be branded a traitor to humanity and executed by the Inquisition.
Either obey the Primarch and live, gaining access to this heretical knowledge not supported by STC standard templates.
Or die as a traitor to the Imperium, with all traces of him erased by the cult Mechanicus.
"All cult Mechanicus forces on the Forge World of Chalybsphera will obey your command, my lord."
Fabricator-General Kren lowered his massive mechanical head.
Guilliman showed a hint of a smile, "That is exactly the news I hoped for, Fabricator-General. We will usher in a new era, and you will be remembered by future generations."
Using his methods, Guilliman quickly won over Fabricator-General Kren to his side, pushing for reforms.
On the Imperial Army side, Guilliman used his authority to summon all senior Astra Militarum officers and announced at the meeting that he would be taking over the authority for all military appointments in the Chracian Sector.
Guilliman's words shocked all the officers present.
After a moment of silence, countless questions came flooding in.
The officers couldn't believe their authority was being taken away by the Primarch like this.
They were indignant and expressed extreme anger.
Not every high-ranking general was willing to sacrifice their own interests for the overall benefit of humanity.
Everyone was loyal before their interests were harmed.
When their interests were violated, they turned on him.
Guilliman was also quite decisive.
He arrested the officers who refused to obey and could not be persuaded.
He uprooted the families behind these officers.
He replaced them with officers loyal to him.
"This is a shameful betrayal of the Imperium! You are persecuting loyal servants of the Imperium! You want to seize the Emperor's throne, you shameless and despicable man!"
An old general roared at Guilliman before being escorted away by guards.
This behavior angered the officers loyal to Guilliman.
Guilliman merely shook his head at this. Power had made them lose themselves.
Those who attempted to place personal interests above the interests of the species must be purged.
After completely taking control of all human military forces in the Chracian Sector, the reforms of the economy and system also proceeded smoothly. A group of nobles and merchants were sent to correctional camps, and the merchant guilds loyal to him took over the trade shares left by those people, maintaining the normal operation of the Chracian Sector.
Soon, the voices of opposition in the Chracian Sector disappeared without a trace.
Reception Room.
Guilliman was signing the new administrative plan for the Chracian Sector regarding the checks and balances between the planetary governor, the High Court, and the House of Assembly.
The Human Imperium was too vast, and adopting any single system that had appeared in human society had significant drawbacks.
Autocracy led to inefficiency and hardship for the people.
Democracy brought corruption, excessive wealth disparity, and was easily tempted by Chaos.
Guilliman could only mix and use autocracy and democracy together.
Each planet would elect their planetary governor, judges, and representatives. They would be responsible for coordinating the needs between the Imperium and the planet, receiving Imperial technology, and providing soldiers, talent, resources, etc., to the Imperium, fulfilling the tasks assigned by the Imperium.
Guilliman also established assessments for the overall education level, social moral level, faith in the Emperor, planetary environment, and other factors.
Assessments would be conducted every ten or twenty years.
This was to ensure that incompetent individuals and simpletons would not be able to sit in the position of planetary governor simply through hereditary privilege.
The rogue traders loyal to Guilliman would also control the economy of each planet, ensuring that no major capitalist sharks emerged on these planets.
Democracy was the system most easily corrupted by capital, so precautions had to be taken.
The people on the planets would maintain a level of affluence, but no one would be excessively wealthy, thus preventing the emergence of terrifying wealth disparities.
Outside the planets, however, it was autocracy; the opinions of the populace could not influence the overall direction of the Imperium.
The future direction of humanity would be decided by Guilliman alone.
Having just finished signing the administrative reform plan, with the sound of heavy footsteps, Sicarius, wearing blue power armor and always keeping his hand on the hilt of his sword, walked in.
"Captain Sicarius, I truly hope you have brought me good news."
Guilliman handed the reform plan in his hand to a nearby servo-skull, instructing it to deliver it to the archives and have it disseminated.
"My lord, a battle has broken out on Chapter Master Corvo's side. An ork fleet that invaded the Obelus system has been annihilated."
Sicarius took out a data-slate and inserted it into the projector on the reception room table.
The Cogitator machine in the reception room processed the data Sicarius brought. Accompanied by a muffled mechanical hum, the projector vibrated slightly.
The projection light quickly intertwined on the table, displaying the full view of the Obelus system.
"He killed an ork Warboss and routed this fleet."
Sicarius pointed at the projection, causing data about the ork fleet that Chapter Master Khol had resisted to appear on it.
"An ork Warboss?" Guilliman asked.
"Yes, an ork Warboss. We have already obtained detailed intelligence about the ork Warboss - The Arsonist. As an ork Warboss, he has nine ork Warbosses under him, and the tech-priests have also warned us that from the recent monitoring information, these orks are currently gathering and are very likely to launch a so-called WAAAGH!"
Sicarius clicked a few more times, and more intelligence and data appeared on the projection.
"Things are getting worse."
Guilliman stared at the projection in front of him and shook his head.
