These consumed energies were like the funds of an army. By enacting laws, he received feedback in the form of power.
That power could then be used to maintain law enforcement agencies, ensuring smoother execution of laws.
The smoother the operation, the greater the feedback thus forming a virtuous circle of constant energy flow.
This was precisely why Uchiha Kazuto needed to recruit new members into the Guard Department. He had no restrictions in that regard.
As long as he possessed enough eye power, he could create as many units as he desired and design unique laws and attributes for each of them.
However, the more intricate and powerful the settings, the greater the consumption.
Therefore, Kazuto couldn't just set things on a whim. Every detail he added carried a price, and random designs would simply fail to manifest.
Once a unit's parameters were set, they were difficult to alter.
Adjustments required additional eye power, just like revising a law would. Even the smallest amendment to an established law consumed precious pupil energy.
And what Uchiha Kazuto lacked most at this point… was precisely that.
Fortunately, he had now created two functioning laws, allowing him to gain a steady flow of eye power.
Unlike before, he no longer had to fear running dry. There was a time when he couldn't even establish a single basic law and could only wait helplessly for death.
Now, although maintaining these enforcement units still consumed his energy, keeping them at their lowest operating level drained very little.
Only a fully active unit demanded massive amounts of ocular power.
If merely activating one team required that much, Kazuto's dream of forming numerous divisions would have to be postponed.
He simply didn't have enough energy reserves to sustain multiple active squads at once.
"Alright, everyone. Go and begin preparations to recruit new members."
Uchiha Kazuto closed his eyes, keeping the First Team at its minimum operational state.
In this condition, the members would feel nothing out of the ordinary. Their loyalty would quietly deepen, and a natural sense of justice and duty toward law enforcement would awaken within them.
As for enhancements, there were none yet. Those would come only after the force was fully activated.
"Yes, Kazuto-sama!"
"Loyalty! Loyalty!"
Uchiha Tetsuka and the others straightened and saluted sharply before leaving. The atmosphere of devotion lingered in the air even after they were gone.
Kazuto exhaled softly. "Ah."
He reached for a glass jar resting nearby. Inside, two scarlet eyes floated in a transparent solution, faintly glowing.
"Kotoamatsukami… such a dangerous thing."
Kazuto's gaze hardened. He had been waiting for these eyes for a long time. But even now, he wasn't certain he could resist Kotoamatsukami's power if it targeted him.
Something so dangerous could never be left to Danzo Shimura or to Uchiha Shisui and Itachi. He refused to become anyone's puppet.
"The Mangekyō Sharingan truly is extraordinary. It's a shame… Shisui and I aren't directly related. Otherwise…" He sighed wistfully.
If only he had a brother or sister, someone through whom he could attain the Eternal Mangekyō Sharingan.
But fate hadn't been kind. Though his eyes could now restore their power over time, they were still inferior to that eternal form.
"Alas."
A helpless sigh slipped past his lips. As an orphan, he had no hope of ever evolving his eyes further.

Eternal Mangekyō would have given him a permanent foundation, a fixed source of power. He wouldn't have to rely entirely on maintaining laws to feed his pupil strength.
"Still…" He shook his head, smiling faintly. "A man has to rely on himself."
He sighed again, setting the jar aside, and pulled out a few thick biology books. His fingers turned the pages as he began to study, absorbing every line of anatomical and genetic knowledge.
After all, the ninja world wasn't as primitive as it seemed. Beneath its feudal traditions, it was half-modern, a world that balanced chakra and science.
Meanwhile, in Konoha's medical department, Uchiha Shisui lay on a hospital bed, his body covered in bandages.
His legs had been reset, his arms realigned, but his eyes… his eyes were gone. At least outwardly, they had been destroyed by Danzo Shimura.
"So… the clan's coup was a conspiracy between Danzo-sama and Patriarch Fugaku?"
Shisui lay in silence, disbelief clouding his heart. Yet, no matter how much he struggled with it, he couldn't deny reality.
Something still felt off, but for now, Uchiha Kazuto was the clan's leader. And if Kazuto-sama said the coup was over, then it was over. That was enough for him.
Between loyalty to the clan and to the village, Shisui had been torn apart for months. The awakening of his Mangekyō Sharingan had only deepened that agony.
Now, though… everything was over. The truth about Fugaku and Danzo's conspiracy was out, and the coup had been halted. For the first time, Shisui felt the faintest flicker of hope.
'Maybe Kazuto-sama can lead us to peace.'
A soft smile touched his lips.
