They just chose not to ask, for the sake of their own Justice.
"But Roy is my only true successor, and the heir Viroth chose for the Detention Unit..."
He looked at his old comrade. "Viroth and I are retiring soon, but... we're not immobile yet."
Hearing this, Sengoku fell silent for a moment.
