Although the "legacy" Jameson left behind was vast in quantity, it was still far too little for the entirety of Creek City.

They couldn't realistically place all their hopes of survival on that small stockpile of supplies—it was not a long-term solution. What mattered most right now was restoring order within the city as quickly as possible.

Miguel had previously been working to organize and personally mediate efforts to deal with biological hazards, and as a result he commanded considerable trust and authority among the populace.

On top of that, those former subordinates of Jameson whom he had brought to Creek University to recuperate, during the period when they had nowhere else to go, had come to see the true nature of their so-called "comrades." Many of them chose to stay behind and help Miguel with the work. As a result, the reconstruction plan had been progressing with remarkable momentum.
