Her partner, CIA liaison Connor Briggs, shook his head. "There's no way this is random. He's ex-military. High-level. Look at this takedown—he stripped the victim's weapon in under three seconds."
"Maybe he's trying to survive."
"Or someone trained him to be unstoppable."
Locke frowned.
Unstoppable wasn't the word she feared.
Unpredictable was.
