Zoro was the first to react, his hand resting on his sword hilt as his sharp eyes scanned the bustling crowd ahead: "The opponent is here."
"Why? Crocodile should be in Rainbase."
Vivi looked ahead.
The citizens were gathered in a square not far away, a noisy, bustling crowd erupting in enthusiastic cheers.
And at the center of the crowd, a man was enjoying their worship.
"Crocodile!"
Vivi stared angrily at the man not far away.
He was the chief culprit who had brought her country to its current, tattered state.
The people didn't see it that way. After pirates had descended upon this city, the one who saved them from peril was precisely this man before them, casually smoking a cigar with an indifferent expression.
Never mind why they were in peril in the first place.
The point is, did he save them or not?
Humans are just that kind of creature, bound by stereotypes.
At Crocodile's feet lay several people who looked like pirates—all actors he had arranged.
It seemed as if he had been waiting here for a long time.

Only then did Crocodile formally turn his gaze to Luffy, cigar smoke curling around his grim face: "Straw Hat boy, for a woman, you would make an enemy of me?"
He was referring to Vivi.
This wasn't just recklessness; it was downright brainless.
In his view, this group wasn't weak. With luck, they might even reach Sabaody Archipelago. But the voyage thereafter would require serious grounding.
The New World was the playground of the Emperors.
Ordinary pirates like Luffy had no room to survive there.
