People could engage in back-and-forth conflicts, deploying troops, countering stratagems, and planning from afar, but all of this operated on one absolute premise: the absence of a Powerhouse capable of single-handedly changing the course of a battle.
Full-scale wars had never broken out between the Realms of Order. It wasn't because everyone was so peaceful and amicable, but because such wars were meaningless.
