Novark is the Eastest, then Lizardmen territory is in the middle, and Tempest is the Westernmost. Though from the perspective of Great Jura Forest as a whole, Novark is the central most, near the Shisu Lake.
"The westernmost state will be called Tempest, with Tempest City as it's capital.
Rimuru Tempest, you will be the Mayor of Tempest City. I will dispatch the Governor of the state later."
"Yes sir!"
He was a contractor in previous life, so he will do good being the Mayor to develop the city. But, he will be under the Governor of my choice.
"The central state, this Lizardmen territory, now Dragonewt territory, will be called Dragonewton, with the capital as Dragonewton City. The capital will be newly constructed so that it can work for all kinds of species.
Lizardon, you will be the Governor. I will choose a Mayor for the capital city and send it later."
"As you wish, Apolloyon-sama."
"Now, finally there is Navark, the Capital City. It will be the largest territory in the Federation. I will be both the Mayor and Governor. I mean, Chancellor.
Rimuru, Lizardon, send your 10 strongest warriors and 10 smartest intellectuals to Novark.
And Rimuru, on the way here, you will construct a straight road, like an Expressway, which can handle tanks and aeroplane landings. So you are in-charge of connecting Tempest, Dragonewton and Navark. It should be easy with your skills."

This much should be easy to make with Rimuru's skills. All he needs to do is injest the materials and let Sage handle the rest.
