Chapter 83 - He Wanted the Land of Rain to Improve Too Much

The morning sunlight filtered gently through pale curtains like grains of warm sand, falling over the thin blankets and casting soft shadows across the room.

Bathed in this golden calm, Uzumaki Minako, fully rested from the night before, slowly opened her bright blue eyes. Her long red hair spilled across the pillow and over the young man beside her like silky threads of vermilion.

Minako lay quietly, watching Uchiha Soren's peaceful sleeping face. She stretched lazily, her slender form curling atop the sheets like a mermaid basking in dawn.

Propping herself up on one arm, she shifted into a graceful side-lying pose. The morning glow outlined her perfect hourglass silhouette. Her features were exquisite, skin soft enough to glow, fingers combing through her slightly messy hair with proud, lazy elegance.

Her gaze lingered on the boy beside her as if she could look at him forever.

"Ah—!"

Caught off-guard by a sudden playful attack, Minako's cheeks turned a rosy pink. Her eyes sparkled with helpless affection.

"An-san… I need to lead my unit back to Konoha."

"Just send a shadow clone. Senju Ying can lead them."

Soren sat up cleanly.

"We'll go back through Flying Thunder God later. Right now… I want breakfast."

"I am not breakfast~"

"Then you can be all three meals a day."

Inside a spacious chamber, the young leader of Amegakure—Hanzō of the Salamander—sat in dark battle gear and a gas-mask-like respirator, only his eyes and nose visible. He waved a servant away after reading the latest intelligence.

Hanzō stared at the falling rain outside.

(Uchiha Soren… the Hokage of Konoha.)

(He's already a true God of Shinobi.)

(Good thing I didn't kill them…)

Footsteps approached.

Three young Uchiha entered the room:

Uchiha Rei, Uchiha Baru, and Uchiha Naka—

the trio Soren had sent to the Land of Rain to temper themselves.

Hanzō nodded.

"This is the intelligence your Hokage sent across the continent yesterday."

The servant handed them a slip of paper. After the three finished reading, they exchanged glances. The sharpest among them, Uchiha Naka, raised his eyes.

"Hanzō-san… shall we introduce you to our Hokage?"

Hanzō finally bowed his head.

"I'll trouble you three, then."

He wanted—desperately, fiercely—

to see the Land of Rain rise.

Wind Country — Sunagakure

The Kazekage's Tower stood silent.

Young elites Chiyo and Ebizo, burdened with the weight of their village's future, led the willing shinobi toward Konoha.

Water Country — Kirigakure

Elder Genshū, their last surviving Kage-tier veteran, looked bitterly at the terrified, collapsing army.

After a long sigh, he gathered his personal guards and set out for Konoha.

Uchiha Soren leaned lazily against his desk, sipping goji-berry tea while watching the bustling central district through the window.

Beside him, Uzumaki Mito, still Secretary-General, twitched violently.

"Hokage-sama… Minako is back. Isn't it time to send me to the Military Affairs Bureau?"

War was over.

Paperwork was not.

Her glare landed on Soren's desk—decorated with two lucky cat figurines, a teapot, and absolutely zero official documents.

Meanwhile, Kaori Genkaori, buried under a literal mountain of paperwork, lifted her trembling face.

"Hokage-sama… please help… even a little?"

"Or at least hire more secretaries…?"

After a long, dignified silence, Soren said calmly:

"I understand."

Then he disappeared.

Instantly.

Mito's eyebrow twitched. She activated her Kagura Mind's Eye and sensed Soren's chakra—

—sitting cross-legged atop Hokage Rock.

SNAP.

Her pen broke clean in half.

Minako hurried forward, soothingly.

"Lady Mito, I'm sure Hokage-sama is just… recruiting secretaries. Don't get angry yet. If no one shows up after a few days, then be angry."

"Let me handle the overtime—I need the experience to take over as Secretary-General."

(Hehe… Overtime Minako.)

Watching through Tenchō Tenson, Soren smiled to himself.

Still, he needed to take the matter seriously.

Letting the women around him drown in work was never his intention.

"Hmm… It's time to distribute authority properly."

In a world where power ruled absolutely,

bureaucracy was merely its accessory.

He made his decision:

The Administration Department would expand to ten members, chosen personally by Uzumaki Mito.

They would handle Konoha's daily operations.

All final reports would pass through the Secretariat for organization—

And only then arrive on the Hokage's desk.
